UNOV/UNODC invites Proposals from CSOs in Egypt

About

UNODC invites national Civil Society Organizations (CSOs) based in Egypt to expand health care services for inmates (during incarceration and upon their return to the community).

The current project aims to improve access of around 70,000 people (released inmates and their families at the community) to the evidence-based HIV, viral hepatitis, STIs and TB prevention, treatment, and care services. It further aims to provide primary health care services for the noncommunicable disease to improve social, economic, and health stabilization of inmates and the community at large.

Civil Society Organizations (CSOs) play a vital role in supporting HIV/AIDS prevention as they have an advantage over public providers in reaching out and maintaining relationships with key populations (KPs). Required services should focus on preventing, treatment and general supportive measures for viral hepatitis, TB, and HIV for prisoners. Adapted services should aim to be equivalent to those available in the community with a special modification to the specific needs of this key at risk groups.

Objectives
  • This Call for Proposals takes into consideration the importance of harnessing all available resources towards the implementation of activities aimed at meeting the objectives of this grants program.

  • The main objective of this grants program in Egypt is:

    • To improve access and utilization of released inmates to gender-sensitive health care services, including primary health care and Voluntary Confidential Counselling and Testing (VCT) services in selected governorates of Egypt.

Thematic Focus and Priority Issues
  • This Call for Proposals seeks to provide funding support to non-profit organisations working in the areas of Health and HIV/AIDS and other communicable and noncommunicable diseases with experience in delivering continuum of care services and reaching out to released inmates and other key at risk populations including people who inject drugs, men sex with men, sex workers and their partners.

  • Projects should aim at establishing and providing outreach healthcare services/centres for released inmates, drug users, people who inject drugs and other key at risk groups. Planned services should cover specific regions of Egypt.

  • Funding under this Call for Proposals shall be provided to projects that:

    • Target released inmates and other key at risk groups

    • Are implemented by organizations based and active in Egypt

    • Support services that are ethical, gender-sensitive and adapt a human-rights approach.

  • Indicative activities that contribute to the following, will be given priority:

    • A detailed workplan to reach released prisoners. This can include the client's support system, Information about where they hang out, their "street name" or nickname, and any identifying tattoos/markers, as well as a plan for linking released prisoners to HIV, hepatitis, and drug/harm reduction services.

    • Screening plan for 1,000 released prisoners for noncommunicable diseases such as Diabetes, Cardiovascular Disease, Asthma, Cancer, COPD and mental health and psychiatric disorders including their vital signs (body temperature, blood pressure, heart rate, respiratory rate), measuring weight, height, and Body Mass Index (BMI), Chest Examination, Abdominal examination, Neurological examination and Psychological Assessment.

    • Screening plan for 500 released inmates and their families for viral hepatitis B, viral hepatitis C, STIs, Tuberculosis and HIV.

    • Harm reduction service delivery plan for more than 1,000 key at-risk populations, including people who inject drugs. This should include:

      • Needle and syringe programmes

      • Opioid substitution therapy and other evidence-based drug dependence treatment ▪ HIV testing and counselling

      • Antiretroviral therapy

      • Prevention and treatment of sexually transmitted infections

      • Condom programmes for people who inject drugs and their sexual partners

      • Targeted Information, education and communication for people who inject drugs and their sexual partners

      • Prevention, vaccination, diagnosis, and treatment for viral hepatitis

      • Prevention, diagnosis, and treatment of tuberculosis.

    • Referring plan for 200 released inmates with the noncommunicable diseases to the government treatment centres.

    • Referring plan 500 released prisoners and their families for treatment of HIV, viral hepatitis, TB, drug dependence treatment centers.

    • Plan to provide awareness sessions to 1,000 released inmates and/or their family members on prevention, treatment, and care of communicable and noncommunicable disease align with the national and international guidelines.

    • Effective, gender oriented and human-rights based rehabilitation and reintegration services for released inmates, drug users, and/or people who inject drugs.

Funding Information
  • Proposals with budgets ranging from USD 35,000 to USD 40,000 will be considered for award.

  • Grant awards should not exceed the entity’s annual income for the previous fiscal year. Applicants’ financial management capacity will be assessed in this respect.

  • Duration: All activities financed by this grant program must be implemented from April 2023 until December 2023.

Eligibility of Projects
  • Projects should be: Time-bound (have discernible start and end dates); presents a specific, finite objective that does not require further funding to sustain results over time. Costs, activities, and beneficiaries of the proposed project must be distinguished from those relating to the applicant’s other operations.

  • The following types of project proposals are not eligible for funding:

    • Project proposals concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congresses.

    • Project proposals concerned only or mainly with individual scholarships for studies or training courses.

    • Credit or loan schemes.

    • Debts and provisions for losses or debts.

    • Project proposals which consist exclusively or primarily of capital expenditure e.g., land, buildings, equipment, vehicles, etc.

    • Project proposals which discriminate against individuals or groups of people on grounds of their gender, sexual orientation, religious beliefs, or lack of them, or their ethnic origin.

    • Scholarships, sponsorships, and school fees.

    • Cash donations.

    • Political party and religious activities.

    • Project proposals which provide funding for terrorist activities.

Location: The planned activities should cover any/all the following geographical governorates in Egypt, including Alexandria, Cairo, Luxor, Minya, Asharqia, & Suhag.

Eligibility :
Eligibility Criteria

To be eligible for a grant, applicants must:

  • be a non-profit making organisation (CSOs, including NGOs, CBOs) registered not later than 15 December 2019 under the relevant Laws of the country where it is registered.

  • be directly responsible for the preparation and management of the project, i.e., not acting as an intermediary

  • demonstrate prior experience of at least three years implementing activities in healthcare services for communicable and non-communicable diseases for key at risk population and released inmates

  • complete registration in the UN Partner Portal (UNPP) with a valid Partner ID;

  • have a bank account in the organisation’s name.

  • All applications must be in English.

Grant applicants are expected to consider the following fundamental principles in designing their grant project proposals:

  • Partnership/collaboration/cooperation with other stakeholders

  • Project design with the potential for replication

  • Sustainability of project activities

  • An approach that values diversity among men and women

  • Initiatives that are innovative and have inventive ideas
