Security and Migration: Support to Civil Society Organisations in the field of Home Affairs Program (Moldova)
About
The European Commission (EC) has launched the Security and Migration: Support to Civil Society Organisations in the field of Home Affairs Program to promote a conducive environment for CSOs by capacitating CSOs to participate meaningfully in the development of the country, the implementation of home affairs’ reforms, the accountability of law enforcement’ institutions in the context of the enlargement process – giving special attention to EU acquis as encapsulated.
Objectives
The global objective of this call for proposals is to empower Moldovan civil society organisations (CSOs) to act as key contributors to the democratic and transformation of the country, in the dedicated sector of home affairs – security, migration, in close cooperation with MIA. It aims at contributing to an inclusive, resilient and democratic society in full respect of human rights and fundamental freedoms.
The specific objective(s) of this call for proposals are described here below:
Strengthening capacities of Moldovan CSOs to engage in in the areas of home affairs, security and migration in view to enhance dialogue between civil society and national authorities as well as between national authorities and citizens in the context of enlargement
in the context of the MIA modernisation process and its path toward EU Membership: strengthening the role of the civil society through reinforcing civil society’s presence, monitoring, accountability and advocating powers.
Priorities
The priorities of this call for proposals encompass support to civil society organisations, Ministry of Internal Affairs (MIA) reform agenda, while promoting highest human rights standards and gender equality. All actions should be in line with the home affairs policies initiated by the Ministry of Internal Affairs in the context of the EU-Moldovan cooperation. Applicants are encouraged to set up strong partnerships with the Ministry.
Moreover, priorities of this call for proposals are to increase the role of civil society organisations in the Republic of Moldova in engaging further with the Ministry as well as voicing citizens and/or foreigners living in the Country.
Funding Information
Minimum amount: EUR 490,000; Maximum amount: EUR 500,000
Duration
The initial planned duration of an action may not be lower than 28 months nor exceed 36 months.
Eligibility
Lead applicant
In order to be eligible for a grant, the lead applicant must:
be a legal person and
be non-profit-making and
be a specific type of organisation such as: a non-governmental organisation, international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation and
be established in a Member State of the European Union or Republic of Moldova or any other eligible countries as stipulated in the basic act NDICI-GE. This obligation does not apply to international organisations and
be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
Co-applicant(s)
The lead applicant must act with at least 1 co-applicant.
Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Co-applicants must sign the mandate
