"Promoting Participation of Community in Reconstruction processes of Ukraine" Competition

The International Renaissance Foundation has launched a competition to promote the active participation of community residents in the reconstruction processes of Ukraine at the local level, to ensure their involvement in the formation and decision-making of reconstruction, as well as the transparency and accountability of this process.

Priorities of the Competition
  • The project proposal may include the following types of activities (the given list is not exhaustive):

    • Methodological and practical support of communities in the development of recovery plans taking into account the principle of "rebuilding for the better", modernization and ensuring the involvement and co-responsibility of community residents, as well as support for the adoption and subsequent approval of the specified documents;

    • Development and implementation of mechanisms for practical involvement, co-responsibility of community residents for reconstruction processes in communities and ensuring that their voice is taken into account, increasing the ability of citizens to defend their own interests in the said process at various levels;

    • Assistance to communities in the preparation of future projects for their subsequent submission to the electronic restoration system, clarification of the relevant legal framework, requirements and technical aspects;

    • Assistance to communities in ensuring transparency and accountability of the reconstruction process on the ground, clarification of relevant existing monitoring mechanisms and tools, etc.

  • Contest participants must provide for the dissemination of the methods/models/mechanisms developed during the implementation of the project, informing the public about the progress of the project and its results, and the dissemination of best practices (success stories).

Funding Information
  • The total budget of the competition is 10,970,580 hryvnias.

  • The optimal amount of the grant is 1,000,000 to 1,200,000 hryvnias.

  • Announcement of the results of the competition - until October 15, 2023.

  • The project implementation period is up to 12 months. Estimated start date of projects implementation – November 1, 2023.

  • According to the results of the competition, approximately 8-10 project proposals are expected to be supported.

Evaluation Criteria
  • compliance of the submitted project proposal with the purpose and priority areas of the competition;

  • clarity of the purpose of the project proposal, correspondence of tasks and activities within the project to its purpose;

  • the projected impact of the project on the achievement of positive changes, the involvement of public authorities and civil society institutions in the achievement of these changes;

  • complexity of approaches to solving problems;

  • previous experience of the participant in the competition in carrying out the activities provided for in the project proposal;

  • the realism of project implementation, the presence of a clear plan for its implementation, the effectiveness of the proposed project implementation mechanisms, the achievement of expected results;

  • taking into account the principles of equality and non-discrimination in the planned project activities;

  • viability of the project after completion of its implementation.

Eligibility

  • Participants of the competition: public organizations, public unions, public self-organization bodies (OSN) and charitable organizations are invited to participate in the competition, which/whose staff has at least one year of experience in practical work at the local level, the use of tools of local democracy, and has knowledge and skills in reconstruction issues, transparency and accountability. Contest participants can be registered in any region of Ukraine.

  • Implementation of project activities in cooperation with local self-government bodies is mandatory.

  • Projects must be implemented exclusively in the following regions: Zhytomyr, Kyiv (except Kyiv), Mykolaiv, Sumy, Kharkiv, Kherson and Chernihiv regions.  At the same time, the planned project activity must be carried out within one territorial community chosen by the participant of the competition. The choice of the community must be justified in the text of the project proposal. Only one project will be supported in one community.

  • The project proposal may involve costs for the involvement of specialized experts in the development of separate recovery plans.

  • Preference will be given to project proposals that:

    • most fully and comprehensively correspond to the priorities of the competition;

    • submitted by participants of the competition who have previous experience of working at the local level and have knowledge and skills in the development of regulations, issues of reconstruction, transparency and accountability (which can be confirmed by previous projects).
