About

The United Nations Development Programme (UNDP) has launched the Call for Participation in the Competition for “Provision of comprehensive support to war-affected populations with a focus on persons with disabilities".

The overall aim of UNDP project is to enhance resilience, physical and mental well-being of people with disabilities in Ukraine with injuries from war through strengthening of rehabilitation services, the expansion of the disability inclusion agenda and the improvement of socio-economic integration of people with disabilities.

Priorities
  • Supporting the rehabilitation of persons with disabilities caused by the war project is being implemented through five main priorities:

    • Rehabilitation related services and trainings for persons with disabilities/traumas caused by war

    • Support to community-based multidisciplinary rehabilitation teams

    • Support to capacity development of rehabilitation institutions

    • Capacity development of professionals in rehabilitation

    • Support to employability of persons with disabilities with injuries caused by the war

  • Though this CfP, UNDP would like to engage civil society organizations to support rehabilitation needs of women and men with disabilities with injuries caused by the war.

Objectives
  • Lot 1

    • Capacity development to community-based multidisciplinary rehabilitation teams and professionals in rehabilitation as well as support to capacity development of rehabilitation institutions

    • The CSO project proposals submitted within this Lot should develop and maintain coordination mechanisms and capacity development of community-based multidisciplinary rehabilitation teams, conduct trainings; support the existing rehabilitation system and develop the capacity of rehabilitation institutions in Ukraine.

    • The proposed activities may be focusing on, but not limited to the following areas:

      • Collection of data on existing needs and challenges;

      • Assess needs of technical capacities, equipment and supplies of existing state centres for complex rehabilitation, local rehabilitation centres, prosthetics workshops and medical facilities in regions;

      • Support development and piloting of a community-based rehabilitation model including rehabilitation teams at local level;

      • Proposing ways to support rehabilitation cabinets/ centres / institutions;

      • Creation of centres / cabinets of assistive technologies at local level;

      • Support rehabilitation cabinets/centres/institutions with procurement, installation of rehabilitation equipment as well as providing trainings on using of the equipment for the staff;

      • Support development and piloting the model of rehabilitation and adaptation of persons with vision loss;

      • Communication trainings (using assistive devises and technologies) of professionals in rehabilitation;

      • Proposing ways to support and develop the prosthetic workshop in Ukraine;

      • Development of a roadmap for conducting training sessions for staff involved in centres of complex social, social-psychological, medical, physical rehabilitation;

      • Proposing mechanisms to coordinate the development of multidisciplinary teams;

      • Providing support in development of community-based multidisciplinary rehabilitation teams;

      • Orientation and mobility trainings.

  • Lot 2

    • Rehabilitation related services and trainings for persons with disabilities/traumas caused by war

    • The CSO project proposals submitted within this Lot should aim at the joint efforts of civil society organizations in coordination with think tanks and other stakeholders to support persons with disabilities/injuries caused by the war by providing rehabilitation related services and training.

    • The proposed activities may be focusing on, but not limited to the following areas:

      • Provide essential services such as occupational therapy, daily leaving activities after trauma, communication, orientation and mobility trainings, social and psychological / rehabilitation / support or other relevant;

      • Develop and implement comprehensive training programmes covering the following topics: mobility, communication to support persons with disabilities/injuries caused by the war as well as daily leaving activities after trauma;

      • Conduct case management of persons with disabilities caused by the war in community;

      • Address and support social work and case management in health/rehabilitation institutions;

      • Social services for persons with disabilities.

  • Lot 3

    • Creation of conditions for the socio-economic integration of persons with disabilities

    • The projects submitted within this Lot should improve employability of persons with disabilities/ with injuries caused by the war through on-the-job training, internship, support to job placement and adaptation on workplace, creation of inclusive working environment etc.

      • Proposing ways to support skills development and re-training of people with disabilities through enhancement of vocational education and training system capacity to ensure inclusiveness and relevance of the educational process

      • Proposing ways to support public-private partnership initiatives aimed at the improvement of people with disabilities from job search to job placement and onboarding, paid internship, creation of inclusive working environment and promotion of equal and indiscriminatory recruitment among employers;

      • Proposing ways to support and develop training and mentorship programs followed by provision of micro-financial aid packages for individual entrepreneurship for people with disabilities;

      • Ensuring job placement and onboarding of persons with disabilities in workplaces through provision of social support services.

Funding Information
  • It is envisioned that the budget within project proposal should be within the following range USD 20,000-30,000.

  • The budget of the project proposal under LOT 1 should not exceed USD 30 000. Proposals with strong justification for equipment rehabilitation purchasing will be additionally reviewed by the Grant Selection Committee.

  • The budget of the project proposal under LOT 2 should not exceed USD 30 000.

  • The budget of the project proposal under LOT 3 should not exceed USD 20 000.

  • In exceptional cases and if confirmed by Grant Selection Committee the supported project may be up to USD 150 000 (strong justification is required from the applicant).

  • The maximum timeframe for the project implementation is 9 months.

Geographic location: UNDP will accept applications from all regions of Ukraine.

Eligibility

  • Participants of the Competition

    • Have a status of a non-governmental public or charitable organization, civic union or an association of CSO/NGOs officially registered in Ukraine for no less than a year and/or have proven record of implementation of similar projects with support of international donors or technical assistance projects.

    • The contest does not provide grants to profit organizations, political parties, state authorities, local governments, religious communities and private (physical) individuals and entrepreneurs.
