The "Democracy and Good Governance" program within the framework of the "European Renaissance of Ukraine: Civil Society Initiative for Sustainability and Recovery" project in cooperation with the European Union announces a competition "Promoting the integration of IDPs and the use of tools of local democracy at the community level".

This competition is being announced precisely to develop models of social integration of IDPs into life in new territorial communities, as well as active development and use of tools of local democracy.

Purpose
  • The purpose of the competition is to promote the integration of IDPs into life in their new territorial communities, as well as support the active use of various forms of self-organization and local democracy in communities to ensure their stability and establish effective interaction.

Priorities
  • The project proposal may include the following types of activities (the given list is not exhaustive):

    • implementation of measures for the social integration of IDPs before a long stay in the territorial communities of Ukraine where they currently live;

    • increasing the level of consideration of the position of IDPs at the community level, in particular, thanks to the use of tools of local democracy;

    • development, public discussion and lobbying of projects of local normative legal acts, which will provide for the improvement and/or creation of conditions for the long-term stay of IDPs in the territorial community;

    • development of new and support of existing forms of self-organization in territorial communities to ensure their stability and interaction, including in the relations of residents with public authorities.

  • Contest participants must provide for the dissemination of models/mechanisms developed during the implementation of the project, informing the public about the progress of the project and its results, dissemination of best practices (success stories).

Funding information
  • The total budget of the competition is 5,964,975 hryvnias.

  • The optimal amount of the grant is 500,000-600,000 hryvnias.

  • The project implementation period is up to 9 months. Estimated start date of projects implementation – June 1, 2023.

  • Based on the results of the competition, approximately 10 project proposals are expected to be supported.

  • Activities for each project must be implemented in 1-3 territorial communities chosen by the competition participant within one oblast.

  • Projects that do not meet these requirements will not be considered.

Participants of the Competition: Public organizations, public unions, self-organization bodies of the population (OSN) and charitable organizations that have experience of practical work with IDPs and/or instruments of local democracy are invited to participate in the competition. Contest participants can be registered in any region of Ukraine.

Evaluation Criteria

Criteria by which project proposals will be evaluated:

  • compliance of the submitted project proposal with the purpose and priority areas of the competition;

  • clarity of the purpose of the project proposal, correspondence of tasks and activities within the project to its purpose;

  • the projected impact of the project on the achievement of positive changes, the involvement of public authorities and civil society institutions in the achievement of these changes;

  • complexity of approaches to solving problems;

  • previous experience of the participant in the competition in carrying out the activities provided for in the project proposal;

  • the realism of project implementation, the presence of a clear plan for its implementation, the effectiveness of the proposed project implementation mechanisms, the achievement of expected results;

  • taking into account the principles of equality and non-discrimination in the planned project activity;

  • viability of the project after completion of its implementation.

Eligibility

Eligibility Criteria

Preference will be given to project proposals that:

  • cover as many priorities of the competition as possible;

  • submitted by contest participants who have previous experience working with IDPs and/or local democracy tools;

  • will be implemented in cooperation with local self-government bodies;

  • envisage the active use of forms of local democracy for the integration of IDPs into life in the communities in which they found themselves.
