Open Call to Support Implementation of EU's Commitment to Civil Society & Senegalese Youth

The European Union (EU) is pleased to launch the call for proposals to support the implementation of the European Union's commitment to civil society and Senegalese youth.
Program objectives and priorities
The specific objectives of this call for proposals are:
Operationalize a system for monitoring, evaluating and promoting the results and impacts of projects and programs funded under the CSO 2021-2024 roadmap.
Establish a mechanism for developing skills for young people through initiatives to promote culture as an extracurricular activity in the service of their education and citizenship as a lever for their inclusion in their communities.
Strategic priorities of the call for proposals:
Seeking coherence and close coordination with EU-funded interventions on engagement with civil society and partnership with youth organisations, (including those active in promoting gender equality) and with local and decentralized structures.
Alignment of the action with the EU's "Global Gateway" strategy and more particularly on its approach to strengthening partnerships and connection and that of obtaining better visibility of the action of the European Union ,
The actions should contribute strategically to the implementation of the " Youth Action Plan (YAP) in EU external action 2022 -2027",
The actions must integrate the priorities of the “Gender Action Plan” (GAP III) and the Implementation Plan (CLIP) of Senegal.
Lots
This call for proposals, divided into two lots, has the following priorities:
LOT 1:- Development and operationalization of an inclusive mechanism for monitoring, evaluation, promotion of the results and impacts of projects and programs supported by the European Union (EUD and Member States present in Senegal) as well as a mechanism for facilitating dialogue between the EU and civil society.
For lot 1 specifically:
The project will have to contribute to the monitoring of the CSO 2021-2024 roadmap, in order to ensure that it is operational,
Involve platforms and consortia of civil society organizations,
The facilitation of the preparation of the EU-CSO dialogue, its follow-up, its capitalization and communication as well as the strengthening of the capacities of CSOs for an effective participation in said dialogue,
BATCH 2
Support for the promotion of culture as an extracurricular activity in the service of education and citizenship of young people as a lever for their inclusion in their communities
Funding Information
The overall indicative amount made available under this call for proposals is EUR 1,000,000.
Indicative envelope per lot:
Batch 1: €700,000
Batch 2: €300,000
If the financial envelope provided for a specific lot cannot be used due to a lack of proposals received in sufficient number , or because of their insufficient quality, the contracting authority reserves the right to reallocate the unused funds to the other lot.

Co-applicant(s)
The co-applicant(s) participate(s) in drawing up and implementing the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
Co-applicants) must meet the same eligibility criteria as those that apply to the lead applicant itself.
Co -applicant(s) must sign the mandate.
If the grant is awarded to them, any co-applicants become beneficiaries within the framework of the action (with the coordinator).
In addition, it should be noted that contracts cannot be awarded or signed with applicants on the EU restrictive measures lists.
Affiliated Entities
This structural link mainly encompasses two notions:
Control, within the meaning of Directive 2013/34/EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings.
Entities affiliated with an applicant can therefore be:
Entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for the other control levels;
Entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling a company controlling the applicant;
Entities at the same level of direct or indirect control as the applicant (sister companies);
membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association…) than the proposed affiliated entity.
The structural link should not be limited to the action nor established only to implement it. It must exist independently of the grant award. This means that this link could exist before the call for proposals and remain valid after the action is completed.
Eligibility
Lead applicant (s)
To be eligible for a grant, the lead applicant must:
Be a legal person and
Belong to one of the following categories of organization:
For Lot a platform or network of civil society organizations;
For lot 2, a CSO (civil society organization), association, NGO (non-governmental organization) and
not be for profit and
be established in Senegal for at least 2 years a (lot 1) / in an eligible country in accordance with article 28 of Regulation (EU) 2021/947 of the European Parliament and of the Council of June 9, 2021 (lot 2) and
Be directly responsible for the preparation and management of the action with the co-applicants and the affiliated entity(ies) and not act as an intermediary and
Have effective and measurable work experience
In terms of monitoring/evaluation, advocacy, communication activities(lot 1) in the youth sector (lots 1 and 2).
The lead applicant may act either individually or with one or more co-applicant(s )
