The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to improve international corrections personnel’s ability to operate safe, secure, humane, and transparent correctional systems in line with international standards through the provision of training.

The ultimate goal of all training provided under this cooperative agreement is systemic, on-the-job application of learning that leads to organizational change. Training should catalyze and sustain critical changes in the learner’s knowledge, skills, attitude, and/or behaviors leading to positive results in their correctional systems.

Objectives:

  • Objective One:
  • Delegates’ knowledge, skills, attitudes, and/or behaviors change as a result of high-quality training that is based in international human rights standards, incorporates best practices, and uses advanced adult learning methodologies.
  • Objective Two:
  • The logistical support for the training course is provided, enabling delegates to focus fully on the training material. Cross-cultural experiences are provided outside of the classroom facilitate networking amongst countries.
  • Objective Three:
  • Continual measurement of the training’s effectiveness using the Kirkpatrick model enables informed modifications to be made to the training courses and methodology which will lead to improved overall organizational results.

Problem Statement: While international and regional human rights frameworks provide strong guidance to corrections personnel, many systems in developing countries lack the necessary policies, processes, and materials to comply with these international standards, and many corrections professionals have not had access to adequate basic or specialized corrections training.

Project Vision: INL’s partner countries have safe, secure, humane, and transparent correctional systems where international standards are respected and inmates successfully reintegrate into their communities upon release (as demonstrated by low recidivism rates).

Program Topics

Within this broad vision, INL is interested in the provision of training on a wide variety of topics. These topics include, but are not limited to: Alternatives to Incarceration, Correctional Industries, Correctional Institution Management, Corrections in a High Threat Environment, Emergency Management Planning, Emergency Response Team, Executive Leadership, Female Inmate Management, First Line Leadership, Juvenile Correctional Institution Management, Juvenile Justice, Correctional Intelligence and Security Threat Group Management, Correctional Transport, Train the Trainers, Vulnerable Groups. INL welcomes proposals for training targeted towards specific topics as well as those that cover a wide range of corrections topics. INL also welcomes proposals for training on other corrections-related topics that would meet the project vision listed above.

  • Award Ceiling: $5,000,000
  • Award Floor: $50,000

Project Expansion

If the project is successful, INL will consider the option of an award modification to expand the project to other areas or countries, subject to availability of future funding. Applicants may include in their proposal a brief section outlining how additional funds could potentially be used to expand work into additional activities or countries in future years. Applicants are strongly encouraged to demonstrate how their project might leverage funding through other organizations.

Priority Region/Countries:

This is a global program, participating countries may include all regions of the world. Countries/Regions that have participated in INL’s international corrections training in the past, several years include: Afghanistan, Albania, Bahamas, Burkina Faso, Cabo Verde, Central African Republic, Armenia, Colombia, Costa Rica, Eastern Caribbean Countries, El Salvador, Georgia, Guatemala, Haiti, Jamaica, Kenya, Kosovo, Libya, Mali, Mauritania, Mexico, Moldova, Morocco, Niger, Nigeria, Palestine Authority, Pakistan, Senegal, Sierra Leone, Suriname, Trinidad and Tobago, and Tunisia. This is an illustrative list of countries/regions that have participated in INL’s international corrections training in past years; however not all countries on this list may participate in future years and other countries not listed here may also participate.

Participants and Audiences:

The intended target audience is international corrections personnel. The specific profile of trainees should be determined by the course objectives. The number of participants for each course iteration should be determined based on adult-learning methodologies, ensuring that there is an appropriate instructor-student ratio to promote practical activities and active participation. Applicants should describe how they would promote equitable (and safe) inclusion of underrepresented groups within the corrections profession, using participatory, locally-led, and intersectional approaches as appropriate.

  • U.S.-based non-profit/non-governmental organizations (NGOs);
  • U.S.-based educational institutions subject to section 501(c) (3) of the U.S. tax code;
  • Foreign-based non-profits/non-governmental organizations (NGOs);
  • Foreign-based educational institutions;
  • State and local governmental agencies
