Integrated Support Program for Training and Education in Morocco

About

The European Union is pleased to launch the Integrated Support Program for Training and Education (PIAFE) to unite the various stakeholders in human development around the central challenges of education and training in Morocco.

Objectives

This call for proposals aims to strengthen the role of stakeholders external to the administration who, at the local level, are decisive for the success of learners and who can take charge of the factors of failure exogenous to the school and/or training context. (e.g. family and social situations).

Specific objectives
  • Strengthen the role and mobilization of parents and guardians of students.

  • Strengthen the networking of actors and platforms for dialogue in the field of education and training.

Priorities Areas

The priorities of this call for proposals are:

  • Strengthen the role and mobilization of parents and guardians of students

    • Component 1: Strengthening the role of Associations of Mothers, Fathers and Guardians of Students in education in Morocco

  • Strengthen the networking of actors and platforms for dialogue

    • Component 2: Regional dialogue platforms for education and training

    • Component 3: Thematic platforms for education and training

Important: all activities supported under this action will be designed and implemented in compliance with the principles of good governance and human rights, gender equality, and environmental sustainability, as well as the inclusion of socially or economically disadvantaged groups.

Funding Information

The overall indicative amount made available under this call for proposals is EUR 2,000,000. The Contracting Authority reserves the right not to allocate all available funds.

This call for proposals is launched with a suspensive clause for 1,000,000 EUR.

  • Minimum amount: €500,000

  • Maximum amount: €1,000,000

Eligibility :

There are three sets of eligibility criteria, which relate respectively to:

  • Lead Applicant(s)

    • To be eligible for a grant, the lead applicant must:

      • Be a legal person and

      • Have no profit motive and

      • Belong to one of the following categories of organizations: non-governmental organization (such as:

        • NGOs, AMPTE, foundations, research entities, universities, CGEM/private sector federations, trade unions); and

        • Be established in Morocco or in a Member State of the European Union; and

        • Be directly responsible for preparing and managing the action - with the co-applicant(s) and the affiliated entity or entities - and not act as an intermediary; and

        • During the last three (3) years preceding the submission of the application, have carried out in Morocco - and/ or in a country with a similar human development at least 1 project/programme in at least one of the themes priorities of this call; and

        • The partnership must involve at least 4 different categories of organizations chosen from the eligible typologies (NGOs, AMPTE, foundations, research entities, universities, CGEM/private sector federations, trade unions).

  • Co-applicant(s)

    • Partnership with at least 3 co-applicants is mandatory.

    • Co-applicants take part in drawing up and implementing the action and the costs they incur are eligible in the same way as those borne by the lead applicant.

    • Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself.

  • Affiliated entities

    • This structural link mainly encompasses two notions

      • Control, within the meaning of Directive 2013/34/EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings

      • Entities affiliated with an applicant can therefore be:

        • Entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for the other control levels

        • Entities directly or indirectly controlling the applicant (parent companies). Of the same way, they can be entities controlling a company controlling the applicant;

        • Entities with the same level of direct or indirect control as the applicant (sister companies);

      • Membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association) than the proposed affiliated entity.
