The Climate & Clean Air Coalition (CCAC) seeks proposals to deliver training workshops and guidance for developing a national methane emissions inventory, a methane mitigation assessment, and a legislative framework for the oil and gas sector to support Iraq in meeting its mitigation goals for the oil & gas sector.
The project will also explore opportunities for including black carbon emissions reduction as a mitigation goal for the country.

Expected Outcomes
The government has increased capacity for methane emissions inventory development for the oil and gas sector.
The government has a methane mitigation assessment for the oil and gas sector.
The government develops a new legislative framework to support mitigation goals.
Outputs
The project should deliver at a minimum:
Training workshops and support tools delivered to national institutions to develop a national methane emissions inventory for the oil and gas sector using the IPCC guidelines. This includes training on refined data methodologies, monitoring, reporting and evaluation. The training would also include the use of the country Methane Abatement Tools (and any related guidelines if available) and information on black carbon emissions reduction from flaring.
A methane mitigation assessment for the oil and gas sector, including an assessment of the institutional arrangements, the policy and regulatory environment, the cost of implementation, and a monitoring and evaluation framework for methane mitigation to help Iraq implement its mitigation goals in the oil and gas sector.
A legislative framework to support the implementation of Iraq's mitigation goals in the oil and gas sector considering the inputs generated by the methane mitigation assessment.
Eligibility
To be eligible for consideration, project proposals must meet the following requirements:
Are complete and submitted before the deadline
Are submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity
Requested funding falls within the indicated cost range and the project duration is less than 24 months
Budget criteria are met and spending caps on expenses are respected
