About

The Embassy of Japan in Mozambique has launched the Community Project Assistance Program (CPA) to support non-profit community organizations such as non-governmental organizations (NGOs), schools and governments locations.

The Government of Japan recognizes the importance of grassroots development projects that can directly benefit local populations.

Priority Areas
  • The priority areas aim to improve basic human needs (NBH) such as Education, Health and Water and Sanitation. Projects in other areas will also be considered. Examples of priority areas from previous projects include:

    • Education

      • Construction of classrooms, school latrines, water cisterns, fences and acquisition of tables and chairs (with official request letter from DPE);

      • Electrical power installation.

    • Health, Water and Sanitation

      • Construction of Health Centers (Health Center, Casa de Mãe Espera, SAAJ, etc.);

      • Construction of water holes and latrines, training for Water Management Committees.

    • Others

      • Construction of a small-scale irrigation system;

      • Gender Affairs, Social Action, support for orphanages;

      • Waste management etc.

Funding Information
  • In general, the donation amount per project is 10 million Yen (about 66,650 USD, depending on the yen-dollar exchange rate at the beginning of each fiscal year ). Any project that exceeds the budget of 3,000,000 yen needs to be audited by an external auditor and the costs can be included in the total budget.

Duration
  • The approved project must be completed within a maximum period of 1 year from the date of signing the contract. Implementing organizations will be required to submit monthly progress reports, an interim report, and a final report.

Ineligible
  • The Embassy does not provide assistance for the following Items:

    • Current costs and administrative costs (salaries and compensation, office rent, telephone, electricity, transport, supervision costs, etc.)

    • VAT

    • Other Taxes such as import duties

    • Bank commissions

    • Office equipment and furniture (computers, printers, telephones, photocopying machines, cabinets, etc.)

    • Food

    • Office supplies, consumables such as paper, pens, file folders, etc.

    • Travel and conference allowances

Eligibility

  • Eligible beneficiaries for the APC are non-profit organizations that implement development projects at the grassroots level. Examples are national and international NGOs. In the event that extraordinary circumstances (such as disasters or post-conflict relief) are expected, national and international government organizations are not eligible for the APC. Neither individuals nor for-profit organizations are eligible for the APC.
