Call for Proposals: Civil Society Organizations as Actors for Inclusive Development and Equality (Armenia)

About

The European Commission (EC) is now accepting proposals to enhance the capacity and resilience of Armenian civil society organisations as trusted, independent and effective actors, enabling CSOs to meaningfully engage in policy dialogue and effectively influence policy making, while serving the needs of their beneficiaries and vulnerable groups.

Objectives of the Programme and Priority Issues

The specific objective(s) of this call for proposals focus on

  • LOT 1: Freedom of Media

  • The Action implemented under Lot 1 is expected to contribute to each of the following three outcomes.

    • Outcome 1. Media organisations are managed and perform professionally, independently and sustainably.

    • Outcome 2. Media organisations and actors develop more reader-relevant, analytical, reliable and responsible content.

    • Outcome 3. Media regulatory and professional reforms are progressed through participation of civil society, media and public authorities.

  • LOT 2. Mental health

  • The Action implemented under Lot 2 is expected to contribute to each of the following three outcomes.

    • Outcome 1. Evidence-based policy-regulatory framework, including policy instruments8 for mental health is adopted and implemented.

    • Outcome 2. Affected population has access to psychosocial-support services.

    • Outcome 3. Citizens are informed on and take an interest in mental health issues.

  • LOT 3: Disability rights

  • The Action implemented under Lot 3 is expected to contribute to each of the following three outcomes.

    • Outcome 1. Evidence-based policy-regulatory framework, including policy instruments13 for disability assessment and individual service provisions adopted and implemented.

    • Outcome 2. ICF assessment and post-assessment follow up services are available and accessible for people with disabilities.

    • Outcome 3. Disabled People’s Organisations (DPOs)participate effectively in policy dialogue and monitoring of services for people with disabilities.

Funding Information
  • The overall indicative amount made available under this call for proposals is EUR 3,400,000.

    • The envelop for this call for Armenia, under the Human Rights and Democracy instrument is EUR 400.000 (Lot 1).

    • The envelop for this call for Armenia, under the Civil Society Facility is EUR 3.000.000 (Lots 2 and 3).

  • The contracting authority reserves the right not to award all available funds. Indicative allocation of funds by lot.

Eligibility :
  • Lead applicant

  • In order to be eligible for a grant, the lead applicant must:

    • For Lot 1:

      • Be a legal person and

      • Be non-profit-making and

      • Be a non-governmental organisation or a non-profit media outlet and

      • Be established in a Member State of the European Union or in Armenia or any other eligible country as stipulated in the basic act NDICI-GE, and

      • Be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.

    • Lot 2 and Lot 3

      • Be a legal person and

      • Be non-profit-making and

      • Be a non-governmental organisation, and

      • Be established in a Member State of the European Union or in Armenia or any other eligible country as stipulated in the basic act NDICI-GE, and

      • Be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.

    • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations;

    • Lead applicants, co-applicants, affiliated entities and, in case of legal entities, persons who have powers of representation, decision-making or control over the lead applicant, the co-applicants and the affiliated entities are informed that, should they be in one of the situations of early detection or exclusion, personal details (name, given name if natural person, address, legal form and name and given name of the persons with powers of representation, decision-making or control, if legal person) may be registered in the early detection and exclusion system, and communicated to the persons and entities concerned in relation to the award or the execution of a grant contract. In this respect, provisionally selected lead applicants, co-applicants and affiliated entities or those placed in the reserve list are obliged to declare that they are not in one of the exclusion situations through a signed declaration on honour.

  • Co-applicant(s)

    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant. Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself. In addition, to the categories, the following co-applicants are however also eligible for all lots: non-profit academic institutions, Furthermore:

      • Under Lot 1, either the lead applicant or at least one of the co-applicants must be established in Armenia.

      • Under Lot 2, either the lead applicant or at least one of the co-applicants must be specialised in mental health established in Armenia,

      • Under Lot 3, either the lead applicant or at least one of the co-applicants must be a disabled persons’ organisation established in Armenia.
