Cross-border Cooperation Programme in Kosovo and North Macedonia

The European Commission (EC) has launched the Cross-border Cooperation Programme to promote good neighbourly relations, foster Union integration and strengthen the social, economic and territorial development of the programme cross-border area by improving environment protection, and preservation of resources, and competitiveness and business development.
Objectives and Priority Issues
Specific Objective
Thematic Priority 2 - Environmental protection, climate change adaptation and mitigation, risk prevention and management
Specific objective/outcome 2.1: The cross-border territory is more environmentally sustainable
Thematic Priority 8 - Competitiveness, business environment and SME development, trade and investment
Specific objective/outcome 1.1: Increased levels of cross border trade and tourism service
Specific objective/outcome 1.2: Increased employment/ number of new businesses created
Funding Information
The overall indicative amount made available under this call for proposals is EUR 3,240,000.00.
LOT 1/Thematic priority 2: EUR 1,620,000.00
LOT 2/Thematic priority 8: EUR 1,620,000.00
Duration
The initial planned duration of an action may not be shorter than 12 months nor exceed 24 months.
Eligibility
Lead applicant
In order to be eligible for a grant, the lead applicant must:
LOT 1/Thematic Priority 2: Environmental protection, climate change adaptation and mitigation, risk prevention and management
be a legal person, and
be non-profit-making, and
be effectively established in either Kosovo or North Macedonia and
be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
be one of the following institutions or organisations:
Local authorities (municipalities);
National and regional centres for disaster management, emergency services (e.g.: firefighting brigades), national parks and monitoring structures and other public organizations for nature protection;
Formal education and training institutions (e.g. primary schools, VET schools, Universities, etc.) including research, development and innovation centres. If education and training institutions do not have statutes as legal persons, the local government unit upon which they depend should be the applicant or co-applicant;
Central and local cultural institutions such as museums, libraries, institutions for protection of cultural heritage, etc. If these institutions do not have statutes as legal persons, the local government unit upon which they depend should be the applicant or co-applicant.
LOT 2/Thematic Priority 8: Competitiveness, business and SME development, trade and investment
be a legal person;
be effectively established in either Kosovo or North Macedonia;
operate in the following industries: tourism and/or agriculture (agro-tourism and/or agro-food);
be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
Co-applicant(s)
The lead applicant must act with at least one co-applicant as specified hereafter.
If the lead applicant is established in Kosovo, at least one co-applicant must be established in North Macedonia and vice versa.
The maximum number of co-applicants that could be involved in the action is three.
Co-applicant(s) must satisfy the eligibility criteria as applicable to the lead applicant himself, with the following exemptions:
Lot 1: Non-governmental organisations (NGOs) are eligible as co-applicants;
Lot 2: Non-governmental organisations (NGOs), such as: Business Support Centres, Chambers of Commerce; Sectorial business organisations/associations, Vocational Education and Training Centres in the targeted sector (tourism and/or agriculture), professional tourism and/or agriculture associations are eligible as co-applicants.
