Open Call for BREACH: Boosting Resilience and Adaptation to Climate Change in Somalia

About

The European Commission is inviting applications for the BREACH: Boosting Resilience and Adaptation to Climate Change programme to address the issues by investing in climate change adaptation and climate risk mitigation while simultaneously boosting resilience and contributing to improved social inclusion among displacement affected communities and people particularly at risk of disasters.

Objectives
  • This call for proposals falls under the “Boosting Resilience and Adaptation to Climate Change (BREACH)” programme, which is part of the Annual Action Plan for 2022 for Somalia. With a budget of EUR 35,000,000, the BREACH programme has the overall objective to increase systemic resilience to climate change and food crises in Somalia and its specific objectives are aligned with those of this call.

  • The global objective of this call for proposals is to increase systemic resilience to climate change and food crises in Somalia.

  • The specific objectives of this call for proposals are to improve prevention of and preparedness for food crises in communities in vulnerable situation, and to achieve durable solutions to displacement in selected geographic areas.

Priorities
  • The priorities of this call for proposals are:

    • Fostering social integration for displacement-affected communities including minorities: displaced persons are among the poorest of the poor in Somalia and face enormous hurdles to integrate with their host communities. Being an internally displaced person often entails enduring stigmatisation and exclusion from access to services and livelihood opportunities. Actions that support the social integration of displaced persons with their host communities through for instance social dialogue and inclusive urban planning will be prioritised. Women need to play a central role in the social integration process and the needs of women and girls must be factored in.

    • Improving access to basic services for displacement-affected communities including minorities: displaced persons struggle to access basic services like education, healthcare, housing and protection, and therefore they are particularly vulnerable to poverty, malnutrition and crises in Somalia. Actions that support improved access to basic services, in particular access to housing and land rights, as this is foundational right for displacement-affected communities, will be prioritised in this call. The particular needs of women and girls must be considered in the design of actions supporting basic service provision.

    • Strengthening livelihood opportunities for displacement-affected communities including minorities: Most of Somalia’s displaced persons have lost their previous livelihoods due to conflict or climate related disasters, leaving pastoralism and subsistence farming behind them to try to find scarce income generating opportunities in urban areas. Interventions that support access to sustainable and dignified livelihood opportunities will be prioritised, and these actions should have a particular focus on how to strengthen the livelihood opportunities of women and youth.

    • Reforestation, afforestation and land restoration: a part of this call will focus exclusively on how to improve rural areas in terms of land restoration, reforestation and afforestation in areas with significant issues related to illegal charcoal production, overgrazing and other forms of unsustainable use of natural resources. Interventions that involve these aspects as well as prevention of deforestation will be given priority.

Funding Information
  • The overall indicative amount made available under this call for proposals is EUR 14 000 000.

  • Any grant requested under this call for proposals must not exceed the below maximum amount:

    • Lot 1 maximum amount: 4,500,000 €

    • Lot 2 maximum amount: 4,500,000€

    • Lot 3 Maximum amount: 5,000,000 €

Eligibility :
  • Lead applicant(s)

    • In order to be eligible for a grant, the lead applicant must:

      • Be a legal person and

      • Be non-profit-making and

    • be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation and

      • EU Member States

      • IPA III beneficiaries (listed in the Annex I of IPA III Instrument

      • European Economic Area

    • Developing countries and territories, (included in the OECD-DAC list of ODA recipients ), which are not members of the G20 group :

      • Least Developed Countries (LDCs)

      • Other Low Income Countries

      • Lower Middle Income Countries and Territories

      • Upper Middle Income Countries and Territories

    • Overseas Countries and Territories (OCTs)

    • Member States of the OECD are also eligible when contracts are exclusively implemented in a Least Developed Country or in a Highly Indebted Poor Country (HIPC) .

    • Developing countries, as included in the list of ODA recipients, which are members of the G20 group and (ii) any other countries and territories (ie. all countries of the world) when the relevant procedure takes place in the context of an action financed by the Union under this Regulation in which they participate;

    • The entities of countries under point g) (i) and (ii) can participate in procedures both where the country participates in the action as a donor co-financing and where the country itself is participating as a beneficiary of the action.

    • Any countries for which reciprocal access to external assistance is established by the Commission.

    • Currently there are no such countries.

    • Neighbourhood partner countries

    • the Russian Federation when the relevant procedure takes place in the context of the programmes referred to in Annex I of NDICI- Global Europe in which it participates;

    • where an agreement on widening the market for procurement of goods or services to which the Union is party applies, the procurement procedures for contracts financed by the budget shall also be open to natural and legal persons established in a third country other than those specified in the basic instruments governing the cooperation sector concerned, under the conditions laid down in that agreement.

  • Co-applicant(s)

    • Co-applicants are obligatory; the minimum recommended number of co-applicants to be involved in the action is one. A minimum of one Somali local co-applicant is required. Moreover, involving minorities’ organizations is strongly recommended/encouraged.

    • Involvement of co-applicants who – between them – have relevant sector and geographical experience would be appropriate. Particular attention should be put on the value added of expertise provided by the main applicant and all of the co-applicants presenting the proposal.

    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.

    • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself/herself.

    • Co-applicants must sign the mandate.

    • If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator).

  • Affiliated Entities

  • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:

  • Entities affiliated to an applicant may hence be:

    • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;

    • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;

    • Entities under the same direct or indirect control as the applicant (sister companies).

  • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
