The Nuffic is offering an opportunity for Dutch training providers to conduct a training program on 'Legal order/Rule of Law' targeting Libyan youth, NGOs, activists, and government officials.

The Netherlands works with partners to advocate for the protection and independence of Libyan civil society and an enabling operational environment in accordance with international standards.

Training Program Topics
  • Suggested topics:

    • Introduction to rule of law principles.

    • Legal frameworks and international standards for human rights and justice.

    • Access to justice and legal aid mechanisms.

    • Role of civil society in promoting rule of law and advocacy strategies.

    • Building effective partnerships between government and NGOs for rule of law initiatives.

    • Transitional justice: victim centered approach.

    • Monitoring and evaluation of rule of law programs and policies.

Selection Criteria
  • Selection criteria for local partner:

    • To ensure the sustainability of the training program, Dutch training providers are required to work in partnership with a local NGO or civil society organisation focused on rule of law in Libya. Preference will be given to organisations based in Libya, but partnerships with organiations from other countries in the region will be considered if they add value.

    • Demonstrated experience in delivering training programs related to rule of law and human rights.

    • Proven ability to adapt training interventions to address the specific challenges faced by youth, activists, and government officials in Libya.

    • Once a training provider is selected they advise to consult the government (mainly the Ministry of Justice) to contribute to the design of the program. The Embassy can provide the necessary contact details to the selected party in due time.

  • Selection criteria for participants:

    • Youth activists engaged in NGO work focusing on rule of law.

    • Government officials involved in policy-making and implementation related to rule of law.

    • Clear demonstration of a commitment to promoting and upholding the principles of rule of law.

    • Basic knowledge of legal frameworks and human rights principles.

Eligibility

  • This call is open to international training providers who:

    • Have a proven track record of delivering training programs on rule of law.

    • Possess relevant experience in working with youth empowerment initiatives and NGOs focused on rule of law.

    • Are interested in conducting the training program in the Netherlands or as an alternative in Tunis and through virtual platforms in 2024.

    • Are open to collaborating with local partner organisations in Libya.

    • Are committed to customizing the training program to meet the specific needs of approximately 15 representatives of the Libyan Government, NGO’s and especially Libyan youth, and activists.

    • Agree to adhere to the Grant Conditions.

    • Meet the general criteria for selection.
