About

The United Nations Office for Disaster Risk Reduction (UNDRR) invites not profit-making organizations to submit grant proposals to strengthen prevention measures to build resilience in Lebanon and Yemen.

Through this project, UNDRR will provide support to Yemen in the development of a national DRR strategy and action plan, establishment of a national platform for DRR and development of a multi–hazard and multi-dimensional probabilistic risk assessment. These are critical tools and architecture in improved disaster risk management, in alignment with the Sendai Framework. UNDRR is the most appropriate agency to support this work, due to its unique technical and capacity building expertise in topics including risk information, risk management, and multi-stakeholder engagement in disaster risk management.

Purpose
  • The project aims to improve the governance and understanding of risk and the institutional capacity to address disaster risks at national level in Yemen to better prepare for and respond to disasters and reduce vulnerabilities, loss of life and economic damages.

Funding Information
  • The duration of the proposed project cannot exceed 5.5 months. The maximum amount requested from UNDRR for the implementation of this project cannot exceed USD 64,000.

Outcome and Output
  • Outcome: Strengthened prevention measures to build resilience to climate and disaster risk in Yemen

  • Output: Strengthened multi-hazard risk understanding, governance and management in Yemen, including through the development of a National Strategy for DRM and Climate Change, National DRM Action Plan, National Platform for DRR and a scoping paper for a Multi-Hazard and Multidimensional Probabilistic Risk Assessment.

Project Activities

Projects’ activities can include, amongst others, the following:

  • seminars, workshops, trainings;

  • capacity building activities;

  • institutional strengthening activities and

  • advocacy

Eligibility

Suggested Activities
  • Desk review for existing National Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) policies, strategies and plans, including but not limited to:

    • Existing DRR legislative framework (laws, by-laws, regulations, etc.),

    • Existing National disaster risk management (DRM) policy

    • National Climate Change Adaptation Strategy, iv) National sustainable development strategy,

    • National Urban Policies,

    • National land-use master plan;

    • national humanitarian policies- identify areas for linkages;

    • Arab DRR strategy;

    • Words into Action Series and other relevant documents.

    • Conduct a Policy Landscape Mapping for Climate Change Adaptation and Disaster Risk Reduction in the country based on the desk review.

  • Undertake technical and logistical preparations for and organize national consultations to establish a National Multi-stakeholder Coordination Mechanism for DRR in coordination with the international consultant, national project coordinator, national Sendai Framework focal point and UNDRR ROAS. Trainings and workshops to be undertaken in a hybrid setting (onsite and via video conferencing).

  • Undertake technical and logistical preparations for and organize multi-stakeholder national consultations to develop a national DRR strategy that integrates climate information and scenarios, in coordination with the international consultant, national project coordinator, national Sendai Framework focal point and UNDRR ROAS. Trainings and workshops to be undertaken in a hybrid setting (onsite and via video conferencing).

  • Draft the National DRR Strategy and the TORs and structure of the National DRR Multi Stakeholder Coordination Mechanism and review them following each national consultation.

  • Undertake logistical preparations for the organization of workshops related to the development of a Multi-Hazard and Multidimensional Probabilistic Risk Assessment in coordination with the national project coordinator, national Sendai Framework focal point, UNDRR ROAS and the technical risk knowledge consultant.
