Call for Proposals: Recovery, Stability and Socio-economic Development in Libya
About
The Italian Agency for Development Cooperation (AICS) is seeking proposals to contribute to improving basic services delivery (notably in education, WASH, sustainable energy and community services/infrastructure sectors) in 6 targeted municipalities in Southern Libya.
Objectives of the Programme
The Action’s overall objective is to contribute to improving the living conditions and resilience of local communities, with a focus on the most vulnerable groups (migrants, refugees, IDPs, and returnees) within targeted municipalities in Southern Libya.
This will be achieved by implementing three interlinked outcomes that aim to:
Improve basic services delivery (notably education, WASH, community services/infrastructure and sustainable energy);
Create/enhance livelihoods opportunities;
Prevent/mitigate conflicts, encourage reconciliation and strengthen social cohesion.
The specific objectives are:
To upgrade basic services facilities;
To raise awareness among the target population on inclusive access to basic services.
The main interventions of the Call for Proposals will focus on light rehabilitation of public infrastructure and provision of equipment in the education, WASH, sustainable energy and community services/infrastructure sectors in the 6 targeted Municipalities.
Funding Information
The overall indicative amount made available under this call for proposals is EUR 950,000.00 The contracting authority reserves the right not to award all available funds.
Any grant requested under this Call for Proposals must not exceed the below maximum amount:
maximum amount: EUR 950,00.00
Duration: The initial planned duration of an action may not be less than 8 months and may not exceed 10 months.
Geographic Scope
The selection of the locations targeted by the RSSD Phase 2 Programme was coordinated with the Libyan Ministry of Local Governance (MoLG) and the European Union based on the following criteria: (i) municipalities largely excluded from donor funding; (ii) municipalities with newly elected municipal councils; (iii) locations presenting a higher economic development potential; (iv) security and accessibility; (v) presence of migrant and IDP communities.
Among the 21 Municipalities targeted by the RSSD Phase 2 Programme, through this Call for Proposals AICS will target the following 6 Municipalities in the South-West:
Sinwan, Awal, Al-Awinat, Tahala, Tejerhi and Zwila.
Eligibility
Lead applicant(s)
In order to be eligible for a grant, the lead applicant must:
be a legal person and
be non-profit making and
be a non-governmental organisation and
be established in a Member State of the European Union or in countries eligible under EDF- ENI and DCI- funded programmes
be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary and
be registered and/or authorized to implement activities in Libya or in the process of being registered/authorized.
Co-applicant(s)
Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Affiliated entities
The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
