The Pandemic Fund is pleased to announce its Sixth Call for Proposals to support low- and middle-income countries in strengthening pandemic prevention, preparedness, and response (PPR) capacities. This funding opportunity is intended to catalyze critical investments and promote long-term, sustainable approaches to PPR through locally driven, high-impact projects.
This Call reflects the Fund’s commitment to strengthening regional and global health security, in line with internationally agreed frameworks and national priorities.
PROGRAM OBJECTIVES AND SCOPE
· This Call for Proposals invites eligible entities to submit project proposals that will:
· Strengthen multisectoral approaches to pandemic preparedness and response
· Enhance regional collaboration and coordination
· Leverage co-financing and partner investments
· Support capacity building and sustainability in national health systems
FUNDING INFORMATION
Total available funding: Approximately US$500 million
Grant range per project: Varies depending on scope, scale, and partnership
Projects must demonstrate co-financing commitments and potential for measurable results
APPLICATION PROCESS
· Interested eligible entities must follow a two-step submission process:
· Concept Note: Submit a brief concept outlining project objectives, expected outcomes, partnerships, and budget
· Full Proposal: Upon invitation, shortlisted applicants will develop and submit a detailed proposal package
SELECTION CRITERIA
Proposals will be evaluated based on:
· Strategic alignment with the Pandemic Fund’s objectives
· Strength of implementation partnerships and country ownership
· Technical soundness and feasibility
· Cost-effectiveness and scalability
· Gender, equity, and inclusivity considerations
· Are country-led and aligned with national priorities
· Engage civil society and community-based organizations
· Include a clear results framework and sustainability plan
· Address identified gaps in PPR as outlined in national or regional plans
Eligibility
· Proposals must be submitted by Eligible Implementing Entities, which include:
· Multilateral development banks (MDBs)
· UN agencies
· Regional organizations and global health initiatives accredited by the Pandemic Fund
