The World Food Programme is accepting proposals for Community-Based Program Development in the Guajira Indigenous Municipality, Zulia State.
Objectives
The Program's objective is to improve access to food and reduce the coping strategies of vulnerable groups and households to improve their food security. To this end, the Program adopts approaches based on:
integration and complementarity of actions in partnerships with the implementing partner (and other actors) aimed at a comprehensive and collaborative response to benefit the food security of beneficiaries, within the framework of the Program's objectives;
resilience, to contribute to improving people's ability to cope with the risks and vulnerabilities that affect them, through an adaptable and seasonal intervention that takes into account the context in which it is implemented.
Goals
The Program has the following focuses:
Food assistance.
Promotion of income generation.
Women's empowerment and household care practices.
Livelihood diversification for resilience to climate seasonality.
Respect for the right to Free, Prior, and Informed Consent (FPIC) for Indigenous Peoples and its development as a good practice for local communities.
To this end, the Program adopts approaches that include:

Components
The Program consists of the following components:
General Food Distribution: Its objective is to fill immediate food access gaps to improve the food security of vulnerable groups and households identified in targeted communities by delivering take-home food baskets to households in an accessible and safe manner.
Community Participation: Community participation in the different implementation phases will be defined jointly with the implementing partner under the WFP accountability and participation framework, including actions, roles, and responsibilities in accordance with its global policy.

Expected Results
The organization is expected to:
Propose options for linking the Community-Based Program with active interventions already undertaken by that organization that would provide differential value and greater impact for families and communities.
Propose activities that are part of its expertise, that have defined objectives and indicators, and to which it can contribute its own funding. WFP will validate the actions within the framework of the Program. As part of its partnership strategy, WFP Venezuela seeks organizations that can maximize the positive impact on communities by implementing its own activities that promote greater reach to achieve the intervention's objectives. The proposal must focus on the intervention's effectiveness, efficiency, equity, and cost-effectiveness, as well as foster community engagement.
Eligibility
The applicant organization is requested to propose actions that ensure participatory community involvement in program activities. and consider the following:
Actions that promote co-execution (co-responsibility) of the Program with the community based on humanitarian principles and proposing solutions and alternatives to the challenges that may be identified. - Meaningful and representative community participation, involving specific groups such as women, older adults, pregnant women, people with disabilities, Indigenous peoples, among others.
Formation of community teams with community members to accompany and support the implementation of the Program, based on a joint WFP-implementing partner process in the communities that WFP identifies and predetermined.
Application of Free, Prior, and Informed Consent (FPIC) for Indigenous peoples. Convergence and complementarity of actions: In order to support a comprehensive response to food security and resilience in the targeted communities for the Community-Based Program, WFP requests that the applicant organization propose its own actions to be included that will complement and broaden the scope of the Program in achieving its objective of improving access to food and reducing the coping strategies of vulnerable groups and households to improve their food security.
