The European Commission is strengthening support for inclusive digital development in the Kyrgyz Republic to ensure equitable access to public and private digital services.

The programme focuses on promoting digital connectivity and inclusive access to digital tools, services, and technologies including satellite and AI; strengthening data protection and privacy; building the capacity of civil society organisations, including female activists, to ensure affordable and fair digital access; increasing citizens’ awareness of digital security, privacy, and data protection; and providing advisory support to civil society to advocate for transparent and accountable digital investment and spending.

The initiative builds on the EU’s ongoing cooperation with the Kyrgyz Government through policy dialogue, budget support, and capacity-building efforts aimed at advancing the country’s digital transformation agenda. While digital technologies offer significant benefits, the programme emphasises the importance of maintaining human oversight, democratic control, and active involvement of civil society organisations to ensure fairness and inclusivity. It also highlights the risks of exclusion, particularly for rural and vulnerable populations, if digital transformation is not implemented inclusively.

The Kyrgyz Republic has demonstrated resilience in maintaining digital operations during external shocks and remains committed to achieving the Sustainable Development Goals and advancing its Digital Transformation Strategy. The private sector is actively engaging in the development of digital ecosystems and e-services, while civil society organisations continue to play a constructive role in promoting transparency and inclusiveness in digital governance.

Through this programme, efforts will be made to reduce the digital divide by improving connectivity and expanding access to digital services in remote and underserved areas. The promotion of technologies such as satellite connectivity and artificial intelligence is expected to enhance social interaction, support policy dialogue, and strengthen public monitoring of digital investments in line with the EU’s Global Gateway policy.

Eligibility

With an overall budget of EUR 1.5 million, the programme will fund projects ranging from EUR 500,000 to EUR 1.5 million, covering between 70% and 95% of total eligible costs. Eligible applicants include non-profit organisations established in the European Union or the Kyrgyz Republic, with a requirement for collaboration with local organisations where applicable. These organisations will be responsible for designing and implementing actions that align with the programme’s objectives of inclusive, secure, and transparent digital development.
