The U.S. Department of State’s U.S. Embassy in Dhaka invites applications for a cooperative agreement to manage and operate the Edward M. Kennedy Center for Public Service in Bangladesh.

The opportunity focuses on strengthening connections and engagement between the United States and Bangladesh by positioning the EMK Center and American Spaces Bangladesh as a premier hub for accurate information about the United States, American cultural programming, and alumni engagement, increasing participation of emerging Bangladeshi leaders, and expanding cultural and alumni-led activities, while also advancing U.S. economic and strategic interests by enhancing access to English language learning, EducationUSA advising, and U.S. higher education information, alongside implementing high-impact skills-building programs in STEM, entrepreneurship, debate, public speaking, digital media, and emerging technologies.

The funding opportunity, announced under the Public Diplomacy Section of the U.S. Embassy in Dhaka, seeks a qualified organization to oversee the full operation of the EMK Center for a period of up to 12 months. With an anticipated funding range between $450,000 and $550,000, the selected recipient will play a central role in delivering programs that align with U.S. foreign policy and public diplomacy objectives in Bangladesh.

The EMK Center, part of a global network of over 700 American Spaces, serves as a key platform for fostering people-to-people connections, promoting American culture and values, and supporting professional development among Bangladeshi youth and professionals. It also functions as a collaborative hub for various U.S. government sections, including commercial and economic teams, to advance trade and business engagement.

The selected organization will be responsible for managing the day-to-day operations of the Center, supervising staff, delivering EducationUSA services, maintaining technology and facilities, and implementing a dynamic program calendar that includes both in-person and virtual activities. Programs are expected to cover diverse areas such as STEM, digital media, and professional skills development, while ensuring strong audience engagement across Bangladesh.

Eligibility

Eligible applicants include not-for-profit organizations, think tanks, civil society organizations, private educational institutions, and public international organizations. Applicants must be registered and possess a Unique Entity Identifier. Only one proposal per organization is permitted, and individuals or for-profit entities are not eligible.

The program does not require cost sharing and will not support activities related to political campaigning, charitable services, construction, religious promotion, fundraising, lobbying, scientific research, or commercial ventures. The initiative is strictly focused on advancing public diplomacy and fostering bilateral ties through education, culture, and innovation.
