Call for Proposals: Targeting CFP Kassala (Sudan)
About
The World Food Programme (WFP) is seeking qualified partners to support targeting and beneficiary identification activities aimed at addressing acute food insecurity and malnutrition in Kassala State, Sudan. Amid a severe humanitarian crisis driven by conflict, economic deterioration, displacement, and reduced agricultural production, the program seeks to ensure that food and nutrition assistance reaches the most vulnerable populations through transparent, evidence-based, and conflict-sensitive targeting approaches. Selected partners will contribute to beneficiary identification, prioritization, verification, community engagement, feedback and accountability mechanisms, data management, and evidence-based decision-making. The initiative aims to improve the accuracy and fairness of beneficiary selection, strengthen community trust, reduce inclusion and exclusion errors, and enhance local capacity for targeting and food security analysis. Partners may also support food security assessments conducted by WFP. The geographic focus is Kassala State, Sudan. Grant size and project duration were not specified in the call.
Eligibility
Eligible applicants are qualified organizations with the technical and operational capacity to implement rigorous, transparent, and conflict-sensitive targeting and beneficiary identification activities in humanitarian settings. Applicants should demonstrate experience in community-based targeting, data collection and management, beneficiary verification, accountability to affected populations, and evidence-based programming. Organizations must be able to operate effectively within complex and conflict-affected environments and coordinate closely with WFP and local stakeholders. Proposals will be assessed based on technical expertise, capacity to deliver high-quality targeting processes, ability to ensure fairness and transparency in beneficiary selection, strength of community engagement and accountability mechanisms, data management capabilities, and demonstrated capacity to adapt interventions to changing conflict, displacement, and market conditions.
