The U.S. Embassy Abidjan’s Public Diplomacy Section is inviting proposals for a workforce development and skills-building program designed to strengthen employability, English proficiency, technology training, and innovation opportunities for young people in Côte d’Ivoire.

The program focuses on workforce development, employability skills, English-language learning, artificial intelligence, coding, entrepreneurship, technology skills, innovation partnerships, economic opportunity, engagement with U.S. institutions and experts, commercial ties, youth empowerment, and activities aligned with the Freedom 250 celebration of the 250th anniversary of the United States.

The initiative will be implemented through the network of American Spaces in Côte d’Ivoire and will target university students, educators, and early-career professionals between the ages of 17 and 40. Activities are expected to take place in key cities including Abidjan, Yamoussoukro, Bouaké, and Korhogo. The project seeks to create a pipeline of skilled and English-capable Ivoirian youth who can contribute to U.S. trade, investment, and innovation partnerships while also supporting economic stability in the country.

Through practical training opportunities, participants will gain market-relevant skills in areas such as artificial intelligence, coding, and entrepreneurship. The program also aims to increase participant engagement with U.S. institutions, private sector partners, and experts. Organizers intend for the initiative to highlight American leadership, innovation, and commitment to freedom as part of the Freedom 250 yearlong celebration.

Eligibility

The funding opportunity falls under the Education category. Applicants may request awards ranging from $10,000 to $19,000, with project durations expected to run between 12 and 18 months. Eligible applicants include U.S. or foreign not-for-profit organizations, educational institutions, and individuals. For-profit entities are not eligible to apply, although organizations may subcontract with other entities provided that a non-profit, non-governmental organization serves as the prime recipient.

The opportunity does not support projects related to partisan political activity, charitable or humanitarian services, construction, religious activities, fundraising campaigns, lobbying, scientific research, commercial projects, institutional growth activities, duplicate projects, or illegal activities.
