RFAs: Strengthening NSA's Knowledge, Research and Innovation Partnerships Program (Vietnam)

The European Commission invites applications for the Strengthening NSA’s Knowledge, Research and Innovation Partnerships program, designed to advance Vietnam’s green and digital transitions. This initiative builds on EU–Vietnam cooperation under the Global Gateway strategy and reflects the EU’s commitment to civil society, sustainable development, and inclusive governance.
The program supports collaboration among civil society organisations, academia, research institutions, professional associations, social enterprises, and private sector actors to strengthen knowledge, research, and innovation partnerships. Eligible activities include applied research, data collection and dissemination, pilot initiatives, innovation labs and incubators, participatory research methodologies, and knowledge-sharing platforms. Priority areas are renewable energy, energy efficiency, digital transition, and climate-smart infrastructure, particularly in the transport sector.
Grants will range between EUR 750,000 and EUR 1,000,000, with EU co-financing covering 50% to 90% of eligible costs. The total indicative budget is EUR 4,470,000, subject to 2027 appropriations. Projects must last between 36 and 48 months and be implemented in Vietnam. Financial support to third parties is permitted, up to EUR 60,000 per recipient unless justified otherwise.
Eligibility
Applicants must be non-profit civil society organisations legally established in a Member State of the European Union or in Vietnam, acting with at least one co-applicant. International organisations are not eligible. Proposals must directly address the objectives and priorities of the call and be implemented in Vietnam. Evaluation will consider legal registration, partnership arrangements, and alignment with program goals.
