Call for Proposals: Mangroves and Blue Carbon Conservation Grant

The Blue Action Fund invites proposals for projects advancing mangrove conservation, blue carbon development, and area-based protection in Asia. This call supports initiatives in Indonesia, the Philippines, Vietnam, and India that strengthen biodiversity conservation, climate action, and sustainable coastal livelihoods. Priority thematic areas include the establishment or improved management of protected areas (PAs) and other effective area-based conservation measures (OECMs) focused on mangrove ecosystems; restoration and sustainable use of mangroves for biodiversity, climate change mitigation and adaptation, and community resilience; and development of high-integrity blue carbon initiatives toward carbon crediting.
Projects must cover mangrove areas of at least 1,000 hectares, demonstrate pathways toward high-integrity carbon credit development, and contribute to the Kunming-Montreal Global Biodiversity Framework’s 30x30 target. Eligible activities include ecosystem restoration, strengthening conservation management, supporting coastal communities, and promoting sustainable livelihood opportunities. Applicants may request between EUR 2 million and EUR 4 million for projects lasting up to five years, with a total funding envelope of EUR 17 million available under this call. NGOs are required to provide at least 25% match funding of total project costs.
Eligibility
Applications are open to charitable non-governmental organizations (NGOs) or consortia of NGOs with proven expertise in mangrove conservation, restoration, blue carbon project development, and sustainable livelihoods. Consortia must demonstrate access to technical expertise in carbon accounting, monitoring, reporting and verification systems, financial feasibility assessments, and carbon project documentation. Proposals must show technical and institutional readiness, including feasibility assessments, stakeholder mapping, regulatory compliance, carbon potential analysis, and financial sustainability. Applicants must also address environmental and social safeguards, stakeholder participation, free, prior and informed consent (FPIC), and equitable benefit-sharing mechanisms. Blue Action Fund follows a two-stage application process, beginning with competitive grant applications and followed by full proposal development for shortlisted candidates.
