The United Nations International Children’s Emergency Fund (UNICEF) seeks partners to implement an integrated vocational training model in Syria that enhances training efficiency and strengthens connections between training centers and the labor market. This initiative serves as a proof of concept for a scalable national system designed to improve institutional performance, generate measurable employability outcomes, and establish sustainable mechanisms linking vocational training with labor market needs.

The program is co-created with government institutions, private sector actors, and implementation partners to ensure relevance and sustainability. It is structured around four key components: private sector engagement and labor market integration, on-the-job training and work-based learning systems, monitoring, evaluation and learning frameworks, and communication, community engagement, and career guidance. Together, these elements create a continuous feedback cycle that informs training adaptation, expands participation, and supports professionalized career counseling.

Implementation will initially focus on two vocational training centers in Aleppo and Damascus, with potential expansion to additional centers subject to funding. Activities include establishing private sector liaison units, conducting labor market assessments, designing structured work-based learning programs, formalizing employer partnerships, integrating on-the-job training into curricula, developing monitoring tools, and implementing outreach strategies targeting youth and families. The project will follow a phased framework: assessment and onboarding, system design and setup, pilot implementation, monitoring and iterative improvements, and final evaluation with scale-up planning.

Eligibility

Eligible applicants must be legally registered organizations with proven technical expertise in vocational training, labor market integration, and institutional capacity building. Applicants should demonstrate experience in evidence-based programming, monitoring and evaluation, and stakeholder coordination, particularly with government institutions and private sector actors. Strong operational capacity to implement activities in Syria, including Aleppo and Damascus, is required. Preference will be given to organizations with a track record of delivering employment-focused training programs, managing partnerships with employers, and engaging youth and families through outreach and career guidance initiatives.
