The United Nations High Commissioner for Refugees (UNHCR) invites Expressions of Interest from organizations to join its partner roster for future refugee self‑reliance, graduation, and economic inclusion interventions in Rwanda. This program aims to strengthen sustainable economic inclusion for refugees and host communities through employment, self‑employment, enterprise development, market access, financial inclusion, and integration into national economic systems.

Funding will support initiatives that enhance graduation pathways, increase income and assets, improve employability and food security, and expand access to services. Activities include socio‑economic profiling, household coaching, case management, referrals, business development services, access to finance, job placement, apprenticeships, enterprise development, and market linkages. Projects are expected to engage private‑sector actors, cooperatives, incubators, accelerators, chambers of commerce, and investors, while monitoring employment, income, business performance, and protection outcomes.

The geographic focus is Rwanda, with grants designed to benefit both refugees and host communities. Support will be provided for multi‑year interventions that demonstrate measurable progress in economic inclusion and self‑reliance.

Eligibility

Eligible applicants are organizations with proven expertise in livelihoods, self‑reliance, graduation approaches, and economic inclusion programming. Applicants must demonstrate the capacity to connect refugee skills and aspirations with viable employment, self‑employment, and business opportunities, rather than focusing solely on short‑term assistance.

Organizations should have experience partnering with employers, value‑chain actors, buyers, financial institutions, and business support organizations, as well as the ability to collaborate with government institutions, ministries, districts, and economic development actors in Rwanda. Applicants are expected to show evidence of qualified technical and field staff, strong project management systems, local operational presence, community engagement capacity, financial and risk management systems, and prior collaboration with UNHCR or other UN agencies.

Evaluation will consider sector expertise, technical capacity, protection‑sensitive programming, staffing qualifications, coordination ability, accountability mechanisms, financial management practices, risk management approaches, cost effectiveness, contribution of partner resources, and demonstrated impact in delivering economic inclusion interventions for refugees and host communities.
