Request for Proposals: Local Research Firm for Data Collection in Nepal

Innovations for Poverty Action (IPA) is seeking a local research firm in Nepal to support qualitative and participatory data collection for the GGE 2.0 Implementation Research Project. The initiative aims to generate country-level evidence and contribute to cross-country learning on how program strategies interact with local contexts to influence participant responses and outcomes. Using a realist-informed research approach, the study will examine implementation processes, program adaptations, enabling and constraining factors, mechanisms of change, and outcomes for diverse participant groups. The selected partner will work closely with IPA’s core research team to adapt and pilot research tools, secure ethics approvals, recruit and train field researchers, conduct primary data collection, and ensure adherence to agreed research, data quality, and safeguarding standards. The project is focused exclusively on Nepal, with a preparation phase running from 1 October to 30 December 2026 and a data collection phase from 1 February to 30 July 2027. Funding will support the delivery of qualitative research activities and high-quality, de-identified research outputs, including transcripts, field notes, workshop documentation, and cleaned datasets. Grant size has not been specified.
Eligibility
Applicants must be local research firms based in Nepal with the capacity to lead qualitative and participatory data collection activities and collaborate effectively with IPA’s international research team. Eligible organizations should demonstrate strong contextual knowledge of Nepal, experience in implementation research and field-based data collection, and the ability to manage ethics and research approval processes, recruit and supervise research personnel, maintain rigorous data quality and safeguarding standards, and deliver high-quality research outputs within agreed timelines. Evaluation will consider the applicant’s technical expertise, operational capacity, understanding of local research contexts, ability to comply with research protocols, and capability to produce reliable and timely deliverables.
