RFAs: Dominica Emergency In-Kind and Cash Assistance Programming

The Dominica Emergency In-Kind and Cash Assistance Programming (DEICAP) Call for Applications seeks to establish partnerships that enhance emergency preparedness and response capacity in Dominica through the delivery of humanitarian food and cash assistance. Implemented by the World Food Programme (WFP), the initiative aims to support crisis-affected populations impacted by natural hazards and other shocks that threaten food security, nutrition, and livelihoods. Through standby field-level agreements, selected partners will be positioned for rapid mobilization to deliver life-saving assistance during emergencies. Activities may include beneficiary targeting and registration, community engagement and accountability, food kit packing and distribution, implementation of cash-based transfers, post-distribution monitoring, and related emergency response functions. The program focuses on vulnerable and hard-to-reach populations across Dominica and is intended to ensure affected communities can meet essential food, nutrition, and basic needs during and after crises. Funding arrangements and project duration will be determined through emergency activation and subsequent partnership agreements.
Eligibility
Eligible applicants must have an established operational presence and implementation capacity in Dominica, with demonstrated experience in humanitarian programming, particularly emergency food assistance and cash-based interventions. Applicants should possess the technical expertise, community networks, and logistical capability necessary to reach vulnerable and hard-to-reach populations and deliver timely assistance during emergencies. Proposals will be assessed based on demonstrated local experience, technical capacity, coordination with relevant stakeholders, operational readiness, and ability to implement emergency response activities effectively. Applicants are also expected to present a context-appropriate technical approach, a practical implementation plan, and strong project management, monitoring, and risk mitigation systems capable of supporting rapid and coordinated humanitarian action.
