The European Commission Human Rights, Democracy and Inclusive Development Programme (EIDHR-IDP) supports initiatives that promote and protect human rights, democracy, and the rule of law through inclusive participation in development processes. The programme seeks to ensure that diverse stakeholders, including women, youth, local communities, and other underrepresented groups, actively contribute to the design and implementation of development actions. Funding is intended to strengthen the capacity of local partners, particularly civil society organisations, to address human rights challenges, advocate for enabling civic environments, and enhance skills in reporting, advocacy, coalition-building, and stakeholder engagement. The programme also encourages the establishment of structured dialogue and cooperation mechanisms that bring together multiple stakeholders around shared development priorities. Grants range from EUR 500,000 to EUR 600,000 and support actions implemented at local and broader development levels in line with the programme’s human rights and democratic governance objectives.

Eligibility

Applicants must be legal persons, non-profit entities, and generally non-governmental organisations (NGOs) with direct responsibility for the preparation, implementation, and management of the proposed action. Co-applicants and affiliated entities may participate provided they satisfy the eligibility conditions established in the call for proposals. Proposals are expected to demonstrate strong relevance to the promotion of human rights, democracy, and the rule of law, meaningful engagement of diverse stakeholders, and clear capacity to strengthen local actors, foster inclusive participation, and advance sustainable development outcomes through collaboration and advocacy.
