RFAs: Kazakhstan Agricultural Methane Reduction Project 2026

The Climate and Clean Air Coalition is requesting applications to Support methane reduction efforts in Kazakhstan’s agricultural sector through policy development, transparency systems, and investment-ready projects.
The focus areas of the project include policy and regulation, methane mitigation rules for livestock and manure management, transparency and measurement, reporting and verification (MRV) systems, agricultural methane inventory improvement, satellite and geospatial data use, project pipeline development, investment readiness, and connecting mitigation projects with public, private, and international capital. The estimated project cost is $1,000,000.
The project is designed to support the implementation of Kazakhstan’s National SLCP Plan and Methane Roadmap by developing enforceable regulatory instruments, transparent MRV systems, and an investment-ready project pipeline for the agriculture sector.
The project is structured around three areas. The first area focuses on developing, piloting, and supporting the enforcement of methane mitigation rules, with attention to livestock and manure management. The second area focuses on strengthening the agricultural methane inventory and MRV system to support progress tracking and reporting under the Enhanced Transparency Framework. The third area focuses on identifying, characterising, and preparing mitigation projects for investment while connecting them with available sources of funding.
The project responds to a request from the Ministry of Ecology and Natural Resources and Zhasyl Damu JSC for practical, investment-ready outputs that support implementation beyond planning.
The project supports Kazakhstan’s commitments under the Global Methane Pledge, the U.S.–Kazakhstan Joint Statement on Methane, the Enhanced Transparency Framework of the Paris Agreement (Article 13), the Environmental Code 2021, Carbon Neutrality Strategy 2060, and Kazakhstan’s NDC 3.0.
Eligibility
Eligible applicants include non-governmental organizations, intergovernmental organizations, and other not-for-profit entities. Project proposals must be submitted before the deadline, request funding within the estimated budget amount or provide clear justification for additional expenses, have a duration of less than 24 months, and meet budget criteria and spending caps.
