Call for Proposals: Addressing Irregular Migration Programme (Albania)

Grant Size $500,000 to $1 million   ,   Closing Date

About

The Foreign, Commonwealth and Development Office (FCDO) is inviting applications under the Addressing Irregular Migration (AIM) Programme: Behavioural Insights and Social Norm Change for Migration Decision Making in Albania. The programme aims to strengthen informed migration decision-making and reduce the drivers of irregular migration by enhancing awareness of domestic opportunities, increasing community resilience, and promoting sustainable alternatives to migration. Projects should contribute to four key outcomes: improving understanding of migration decision-making factors, strengthening local engagement around behavioural and social influences, testing and refining innovative approaches through learning and adaptation, and generating evidence to inform future policy and programming. Proposals are expected to follow a phased approach that includes behavioural diagnostics, stakeholder engagement, social norms analysis, intervention design, piloting, testing, refinement, and evidence generation. Activities should be evidence-based, contextually relevant to Albania, strengthen existing systems rather than establish parallel structures, and demonstrate sustainable impact and value for money. A total funding envelope of up to £750,000 (approximately USD 952,500) is available, with FCDO reserving the right to award one or multiple grants depending on proposal quality, strategic alignment, and value for money. The anticipated project implementation period is from December 2026 to March 2028.

Eligibility

Applications must be submitted by legally registered organisations with appropriate governance, financial management systems, and the organisational capacity to manage grant funding and comply with FCDO due diligence and safeguarding requirements. Eligible applicants include not-for-profit organisations, civil society organisations, research institutions, international organisations, and consortia, provided that consortium applications designate a lead organisation. Applicants should demonstrate relevant technical and organisational experience, a strong understanding of the Albanian context, and the ability to design and implement evidence-based, adaptive interventions that support informed migration choices and reduce pressures contributing to irregular migration. Proposals will be assessed on their strategic fit with programme objectives, quality of the proposed approach, sustainability of outcomes, demonstrated learning and adaptation mechanisms, value for money, and the potential to generate actionable evidence. Applications that include meaningful participation or partnership with local Albanian organisations and institutions are strongly encouraged.
