The United Nations High Commissioner for Refugees (UNHCR) Peru is inviting expressions of interest from organizations to serve as implementing partners under its Multiyear Strategy 2027–2029. The program seeks to strengthen protection and durable solutions for forcibly displaced persons across Peru, with a geographic focus on Lima, Madre de Dios, Tumbes, Arequipa, Tacna, Puno, and Ica.

Key objectives include ensuring access to territory and asylum procedures, legal status, and documentation through border monitoring, legal orientation, and coordination with national authorities. Priority areas encompass community protection, prevention and response to gender-based violence, child protection, legal assistance, and capacity building of local protection networks, including community and religious organizations, to foster social cohesion and reduce xenophobia.

The initiative also promotes equitable access to education by supporting school enrollment, attendance, teacher training in inclusion and peaceful coexistence, and improvements to school infrastructure. Temporary collective shelters will be provided for individuals at high protection risk, alongside stabilization support, case management, and referrals to specialized state services. Additional activities include facilitating voluntary return through legal orientation and documentation support, implementing unconditional cash assistance for high-risk cases, and deploying mobile brigades to underserved areas.

Funding will support projects aligned with these priorities, with grants covering multi-year interventions across the designated regions.

Eligibility

Eligible applicants include legally registered organizations with demonstrated capacity to implement protection, education, shelter, and durable solutions programs for displaced populations in Peru. Applicants must show proven experience in humanitarian or development work, the ability to coordinate with national institutions, and operational presence in one or more of the targeted regions. Proposals will be evaluated based on organizational capacity, technical expertise, experience in protection and education programming, financial accountability, and alignment with UNHCR’s strategic priorities.
