Call for Expression of Interest: Community-based Protection Programme (Egypt)
About
The United Nations High Commissioner for Refugees (UNHCR) is seeking partners to implement a community-based protection programme in Egypt focused on establishing digital community spaces and empowering refugee and host communities.
This programme aims to address the protection needs of forcibly displaced and stateless persons in Egypt by establishing and equipping digital community spaces in key refugee-populated areas such as greater Cairo, the North coast, and Aswan. These spaces are designed to serve as safe, inclusive hubs where refugees, asylum seekers, and host community members can access social and recreational activities, digital support, information, and online learning opportunities, including connectivity to essential services.
The initiative focuses on empowering community-based organizations, including refugee-led, youth-led, and women-led groups, through technical, capacity building, financial, and material support. Activities include mapping and engaging with local organizations, supporting community initiatives that promote social cohesion, and managing skills development and online learning programmes for refugee and Egyptian youth. The programme also emphasizes the importance of community self-management, participation in decision-making, and fostering social cohesion between refugee and host communities.
Partners are expected to manage a refugee outreach programme to enhance communication with communities, organize awareness campaigns, participatory dialogues, and provide information on available services, rights, and obligations. The project encourages collaboration with governmental and non-governmental entities to strengthen the overall protection system and promote the localization and sustainability of the response.
Eligibility is open to organizations with sector expertise in protection, experience in project management, local presence in Egypt, and the capacity to operate in the specified locations. Applicants should demonstrate knowledge of humanitarian principles, community engagement, and the ability to mainstream environmental sustainability within their activities. Eligibility
Applicants must be organizations with demonstrated expertise in the protection sector, proven project management experience, and an established operational presence in Egypt, including the capacity to deliver activities in the targeted geographic locations. Organizations should demonstrate strong knowledge of humanitarian principles, community engagement approaches, and participatory programming. Applicants are also expected to show their ability to support community-based structures, work effectively with diverse refugee and host populations, and integrate environmental sustainability considerations across programme activities. Proposals will be assessed based on sectoral expertise, implementation capacity, local presence, community engagement experience, and the ability to contribute to sustainable and localized protection outcomes.
