Apply for Mental Health and Psychosocial Support to Improve Child and Adolescent Well-being (Timor-Leste)
About
The United Nations International Children’s Emergency Fund (UNICEF) invites applications to pilot a coordinated, community-based Mental Health and Psychosocial Support (MHPSS) model across the six administrative posts of Baucau Municipality (Baucau, Baguia, Laga, Quelicai, Venilale, and Vemasse), alongside national-level systems strengthening. With an estimated 12 per cent of Timor-Leste’s population affected by mental health and substance use disorders and limited access to care outside Dili, this initiative addresses fragmented services by establishing robust referral pathways and improving access to support. Eligible activities encompass school-based support, community child protection and psychosocial services, the integration of basic support into primary healthcare, youth peer support and advocacy, caregiver support, community awareness campaigns, and national policy dialogue with government ministries, civil society organizations, faith-based organizations, youth networks, and community leaders. The expected results include enhanced psychosocial well-being for children, adolescents, youth, and caregivers through unified, cross-sectoral collaboration. The implementation period runs from December 1, 2026, to September 30, 2027.
Eligibility
This call is open to both national and international non-governmental organizations (NGOs) and civil society organizations (CSOs), with a limit of one application per organization. Applicants must submit their proposals in English through the UN Partner Portal. To be considered, submissions must include both a fully completed portal profile and a completed concept note utilizing the designated template provided by UNICEF.
