Call for EOIs: Implementing Partners for Migrant Protection and Reintegration Support (Ethiopia)

The International Organization for Migration (IOM) invites local NGOs and CSOs in Ethiopia to submit Expressions of Interest to deliver protection and reintegration support for vulnerable migrants, returnees, survivors of trafficking, unaccompanied and separated children (UASC), and survivors of gender-based violence (GBV). The program aims to strengthen Ethiopia’s migrant protection and reintegration systems through specialized case management, mental health and psychosocial support (MHPSS), child protection services, GBV response, family tracing and reunification, alternative care, referral pathway coordination under the National Referral Mechanism (NRM), and community-based reintegration initiatives. Activities also include enhancing the sustainability of Migration Response Centers (MRCs), building government and community capacity, fostering livelihood linkages, engaging the private sector, and expanding access to training opportunities such as Technical and Vocational Education and Training (TVET).

Interventions will be implemented in and around high-volume MRCs located in Dewelle, Dire Dawa, Metema, Moyale, and Tog Wajaale, with additional activities considered in the Afar region. These sites serve as critical transit and return hubs for Ethiopian migrants. The program is supported by two major initiatives: the I-CARE project funded by the Swedish International Development Cooperation Agency (SIDA), which focuses on strengthening reintegration ecosystems and coordinated referral systems; and the Enhancing Ethiopia’s Capacity to Address Reintegration of Returnees Project funded by the European Union, which emphasizes government-led reintegration and tailored support for vulnerable migrants.

IOM seeks up to six implementing partners to deliver rights-based, survivor-centered, child-sensitive, and gender-responsive interventions. Each partner is expected to assist a minimum of 340 vulnerable migrants over an 18-month implementation period, with the goal of ensuring that at least 80 percent of referred cases achieve verified protection or reintegration outcomes such as access to healthcare, psychosocial support, education, legal aid, shelter, or livelihood opportunities. The indicative budget for each project is approximately ETB 20.5 million.

Eligibility

Applicants must be legally registered local NGOs or CSOs with proven technical expertise in migrant protection, GBV response, MHPSS, child protection, and case management. Organizations should demonstrate operational presence in Ethiopia, preferably across multiple regions, and have established safeguarding policies, qualified technical staff, and effective monitoring, evaluation, accountability, and learning (MEAL) systems. Prior experience working with vulnerable populations, existing partnerships with government institutions, and familiarity with the National Referral Mechanism will be considered significant advantages. Evaluation will prioritize organizations with strong capacity to deliver high-quality, coordinated, and sustainable interventions aligned with IOM’s program objectives.
