The Circular Economy in the Built Environment in Mauritius and Rodrigues (CEBE) Call for Applications is launched under an EU-funded project implemented by Expertise France to accelerate the transition toward a circular economy in the construction sector across Mauritius and Rodrigues. The program supports the development and implementation of concrete, inclusive, and replicable solutions that promote circular practices throughout the construction value chain. Priority is given to initiatives that foster collaboration between public and private stakeholders, strengthen the capacities and partnerships of micro, small, and medium-sized enterprises (MSMEs), reduce construction and demolition waste through reuse and recycling approaches, and improve the measurement and monitoring of circular economy and waste management impacts. The call also encourages inclusive entrepreneurship, particularly initiatives benefiting women-owned or women-led businesses, and supports models with strong sustainability and replication potential, including transferability to Rodrigues. The total funding envelope available is €330,000, with grants ranging from €50,000 to €110,000 per project. Applicants are required to provide a minimum 20% co-financing contribution.

Eligibility

This call is open to organisations actively engaged in the construction value chain in Mauritius and Rodrigues. Eligible applicants must demonstrate the capacity to design and implement projects that contribute to the transition toward a circular economy in the built environment. During the evaluation process, proposals will be assessed based on their relevance to the program objectives, the strength of cooperation mechanisms between key stakeholders, their potential to reduce construction and demolition waste, the sustainability and replicability of proposed solutions, their contribution to MSME development and inclusive entrepreneurship, and their ability to generate measurable circular economy and waste management impacts. Particular attention will be given to initiatives with the potential for scaling and replication, including in Rodrigues.
