The European Commission invites proposals under the Women’s Rights Empowerment Programme (WREP) to strengthen the role of women’s rights organisations in advancing gender equality and women’s empowerment in Zimbabwe. The programme seeks to reinforce the capacity of civil society organisations promoting the rights of women and girls, while supporting accountability for national, regional, and international commitments on gender equality, women’s empowerment, and the elimination of gender-based violence.

Funded actions should deliver practical solutions that enhance women’s and girls’ participation in local economic development, foster accountability and dialogue, and promote gender-transformative, feminist, inclusive, and participatory approaches. Projects are expected to contribute to good governance, social recovery, human development, and green economic growth, with implementation focused in Zimbabwe, including selected agribusiness corridors.

The call has an indicative budget of EUR 1,000,000, with individual grants ranging from EUR 400,000 to EUR 500,000. EU funding may cover 50% to 90% of eligible costs, or up to 95% where all partners are local organisations. In exceptional cases, full financing may be awarded if properly justified. Applicants must also provide financial support to third parties, primarily women’s and girls’ rights organisations, with allocations generally capped at EUR 60,000 per recipient. Projects should run for 24 to 36 months and must adopt gender-transformative and rights-based approaches.

Eligibility

Eligible applicants are legal, non-profit, non-governmental organisations established in Zimbabwe, an EU Member State, or another eligible NDICI-GE country. International organisations may also apply. Applications may be submitted individually or in partnership with eligible co-applicants and affiliated entities.

This is a restricted call requiring submission of a concept note in the first stage, followed by a full application for shortlisted candidates. Applications must be submitted in English through PROSPECT after registration in PADOR and the European Commission Participant Register.

Proposals will undergo administrative checks, concept note evaluation, full application review, and final eligibility verification. Evaluation will consider relevance, quality, operational and financial capacity, implementation approach, sustainability, budget, and cost-effectiveness. Successful applicants must comply with EU grant requirements, including reporting obligations, eligibility verification, and adherence to ethical and safeguarding standards.
