Call for EOIs: Shelter and Housing Support Programme (Ukraine)

The United Nations High Commissioner for Refugees is inviting applications for a programme aimed at delivering emergency shelter and housing assistance to internally displaced persons (IDPs), returnees, and war-affected populations in Ukraine, specifically in Vinnytsya and Cherkasy Oblasts.
This initiative focuses on improving access to safe, adequate, and affordable housing, while also ensuring the availability of essential social services linked to shelter and documentation. It supports a wide range of activities, including emergency shelter provision, housing construction and reconstruction, and the development of durable accommodation solutions.
In addition, the programme integrates protection services such as the identification, registration, and profiling of vulnerable individuals. It emphasizes accurate beneficiary data management, including verification and validation processes, to ensure targeted and effective assistance delivery. Services will be provided through both mobile and static platforms, enabling broader outreach and accessibility.
A key component of the initiative is strengthening community engagement by promoting participation and feedback from affected populations, as well as ensuring proper referral pathways to specialized protection services. The programme also prioritizes coordination among stakeholders to ensure efficient and impactful implementation across all activities.
Eligibility
Eligible applicants are organizations capable of implementing comprehensive shelter and protection programmes targeting displaced and conflict-affected populations. Applicants must demonstrate experience in areas such as emergency shelter support, housing construction or rehabilitation, and the delivery of protection services, including registration, profiling, and referral systems.
Organizations should have the operational capacity to manage beneficiary data effectively, including identification, verification, and validation processes, while ensuring accountability and data quality. Experience in delivering services through both mobile and fixed service points, as well as engaging communities through feedback and participation mechanisms, is essential.
Applicants must also show the ability to coordinate multi-sectoral interventions, including access to social facilities and protection services, and operate effectively in humanitarian contexts, particularly in conflict-affected settings. Strong presence or proven capacity to operate in Ukraine—especially in Vinnytsya and Cherkasy Oblasts—is highly desirable
