Call for Support to Civil Society Organisations and Human Rights and Democracy (Cambodia)
About
The Support to Civil Society Organisations and Human Rights and Democracy initiative, framed by the European Union’s 2021–2027 cooperation framework and its Civil Society Roadmap for Cambodia, aims to counter a shrinking funding environment, restrictions on civic space, and unequal resource access by empowering locally led work. The program is divided into two distinct lots: Lot 1 focuses on strengthening civil society participation in governance and development through collective representation, policy dialogue, organizational sustainability, fair partnerships, and improved resource access for grassroots organizations; Lot 2 prioritizes protecting human rights defenders, victims, and at-risk communities, defending fundamental freedoms, and enabling rights-based participation and accountability. Proposed activities may encompass community consultations, public authority dialogues, evidence-based advocacy, research, coalition-building, organizational development, legal and psychosocial support, protection responses, and rights awareness initiatives. While projects must primarily take place within Cambodia, limited regional or international activities may be permitted if directly beneficial and adequately justified. Grant sizes vary by lot, ranging from EUR 600,000 to EUR 850,000 for Lot 1 and EUR 300,000 to EUR 500,000 for Lot 2, out of an overall indicative call allocation of EUR 5,993,000. The requested EU contribution must cover between 51% and 90% of total eligible costs, though funding may cover up to 95% if all applicants and affiliated entities meet specific location conditions. Project durations must span a minimum of 24 months and a maximum of 48 months.
Eligibility
Applicants must be legal, non-profit-making non-governmental or civil society organizations applying to only one lot and addressing at least one of its priorities. For Lot 1, lead applicants must be legally established in an EU Member State, Cambodia, or an eligible country under the NDICI-Global Europe Regulation. Depending on the establishment of the lead applicant, specific partnership structures are mandatory: lead applicants not established in Cambodia must partner with at least two local co-applicants, whereas lead applicants established in Cambodia must partner with at least one co-applicant. Evaluation considerations will prioritize proposals demonstrating strong local ownership, viable partnership arrangements, compliance with co-financing requirements, and alignment with the specific objectives and priorities outlined for the chosen lot.
