Call for EOIs: Comprehensive Protection, Reception, Assistance and Orientation Services (Sudan)

The United Nations High Commissioner for Refugees (UNHCR) Sudan is inviting applications from organizations to deliver integrated protection, reception, assistance, and orientation services for forcibly displaced, stateless, returnee, and host communities across Sudan. The country continues to face a severe humanitarian crisis driven by conflict, mass displacement, and weakened public services, with nearly 14 million people uprooted, including internally displaced persons (IDPs), refugees, and returnees.
This initiative seeks partners capable of providing comprehensive, flexible, and scalable protection responses that adapt to evolving needs. Priority areas include protection monitoring, prevention and response to gender‑based violence, child protection, mental health and psychosocial support, community‑based protection, case management, and safe referrals. Programs should ensure timely access to information, urgent assistance, and orientation services through survivor‑centered and community‑driven mechanisms. Integrated service models that reinforce protection monitoring, gender‑based violence prevention, child protection, and psychosocial support are strongly encouraged.
The call emphasizes localization and the inclusion of national, local, community‑based, women‑led, and forcibly displaced‑led organizations. Selected partners will contribute to strengthening protection networks, enhancing resilience, and ensuring equitable access to services for vulnerable populations across Sudan.
Eligibility
Eligible applicants must demonstrate proven technical expertise in protection programming, a strong track record of delivering assistance in complex humanitarian contexts, and robust management and accountability systems. Organizations should have a local presence and contextual knowledge, with the operational capacity to function under challenging security and access conditions. Preference will be given to partners able to deliver broad, integrated protection packages and those advancing localization and capacity development of local actors.
