The United Nations Development Programme (UNDP) invites proposals to support the commercialization of millet value chains across 30 districts in Jharkhand, Chhattisgarh, Uttar Pradesh, and Madhya Pradesh. The programme seeks to increase the commercial turnover of Farmer Producer Companies (FPCs), enhance value realization for member farmers, encourage private sector investment in collectives, and establish credible buyer-facing business systems. Over a 24-month implementation period, partners will deliver enterprise diagnostics, aggregation strengthening, selective value addition, market linkages, private sector partnerships, and financial convergence. Approximately 20–30 supported FPCs are expected to demonstrate accelerated business growth through improved aggregation, processing, market access, and financing. The initiative aims to achieve at least a 100% increase in purchase orders from organized private sector companies, a 100% increase in annual turnover or an increase of INR 50 lakh (whichever is higher), and at least 50% of annual turnover generated through value-added products. In addition, at least 25 FPCs with stronger managerial capabilities and working capital access are expected to achieve two to five times growth in turnover compared to baseline levels.

Eligibility

Applicants must have a minimum of seven years of demonstrated experience in rural livelihoods, agriculture value chain development, and agri-commodity transaction facilitation, particularly in partnership with DAY-NRLM, State Rural Livelihood Missions, state agriculture departments, or other large public rural livelihood programmes. Organizations must also have an average annual revenue of at least INR 10 crore during the last three financial years, supported by audited financial statements, and must provide documented evidence of facilitating credit and financial linkages of at least INR 50 crore for producer collectives, including FPCs, within the last three years. Proposals that fail to meet these requirements will not be considered. Applicants must comply with UNDP’s integrity standards, including refraining from offering gifts or hospitality to UNDP staff, and any corrupt or fraudulent practices will result in rejection or ineligibility. Vendors must not be suspended, debarred, or declared ineligible by any UN organization, the World Bank Group, or other international institutions, and must disclose any such sanctions. Finally, applicants must have the legal capacity to enter into binding contracts with UNDP and deliver services directly or through authorized representatives.
