The International Organization for Migration (IOM) Morocco invites applications from registered associations to partner in the second phase of the Comprehensive Protection Programme (CPP II). This initiative builds on the achievements of Phase I and adopts a rights-based, localized, and capacity-strengthening approach to reinforce protection systems, improve access to essential services, and promote sustainable solutions for vulnerable migrants and host communities.

The program targets migrants facing heightened risks, including victims of trafficking, unaccompanied or separated children, youth transitioning to adulthood, women at risk, and individuals with specific protection needs. Activities will focus on strengthening localized protection responses, delivering tailored services to approximately 850 beneficiaries, and supporting civil society organizations in regions such as Oriental, Souss-Massa, Casablanca-Settat, and Tanger-Tétouan-Al Hoceïma, among others.

Partners will facilitate access to health services (including mental health), basic assistance (food and non-food items), emergency shelter, and education and recreational activities for children and youth. They will also maintain strong networks with local authorities, conduct diagnostics of migrant situations, and establish effective communication mechanisms with beneficiaries to ensure rapid and efficient assistance.

The indicative budget for this call is EUR 120,000 (approx. USD 129,600) for a 12-month implementation period, with flexibility for IOM to allocate funds to one or more partners depending on proposal quality and identified needs.

Eligibility

Eligible applicants are legally registered associations in Morocco with proven expertise in protection and assistance for vulnerable migrant populations. Applicants must demonstrate capacity in direct assistance, administrative, legal, and judicial support, as well as care for children and youth in vulnerable situations. Proposals will be evaluated based on clarity, technical expertise, organizational experience, viability, gender considerations, innovation, and financial management capacity.
