The Western Cape Department of Social Development invites non‑profit organisations to apply for funding under the Crime Prevention and Support Programme (CPSP). This programme aims to strengthen social welfare and community development services that promote crime prevention, rehabilitation, and the reintegration of vulnerable individuals across the Western Cape.

Funding will support community‑based psychosocial services designed to reduce crime and prevent at‑risk children and youth from entering the criminal justice system. Eligible activities include statutory diversion services for children, youth, and adults in conflict with the law; reintegration programmes that provide psychosocial support, family counselling, restorative justice interventions, and economic opportunity linkages; and independent living services for young people transitioning from alternative care to self‑sufficiency.

The prevention and early intervention component prioritises structured, evidence‑based programmes addressing behaviour modification, substance abuse, family dysfunction, domestic and gender‑based violence, mentoring for men and boys, parenting support, and trauma counselling. All programmes must align with the Integrated Social Crime Prevention Strategy and Diversion Minimum Norms and Standards, and include a Facilitator Guide and Participant Manual with defined objectives and outcomes.

Statutory services will cover comprehensive assessments, Individual Development Plans (IDPs), accredited rehabilitation programmes, counselling, group therapy, life skills training, victim‑offender mediation, and substance abuse interventions, all delivered according to restorative justice principles with longitudinal tracking of beneficiaries.

The Independent Living Programme supports youth aged 18–25 discharged from alternative care under Section 175 of the Children’s Act, offering medium‑ to long‑term accommodation, therapeutic interventions, educational support, skills development, workplace mentoring, and monitoring systems to ensure quality and impact.

Grant size, duration, and scope will vary depending on programme design and alignment with departmental priorities.

Eligibility

Applications are open to registered non‑profit organisations legally operating in South Africa with proven capacity to deliver structured social welfare and community development programmes. Organisations must demonstrate experience in crime prevention, rehabilitation, diversion, or reintegration services, and ensure that interventions are delivered by registered social workers or social auxiliary workers supported by trained facilitators.

Applicants must comply with the Department of Social Development’s Diversion Minimum Norms and Standards and the Integrated Social Crime Prevention Strategy. Proposals should include clear objectives, measurable outcomes, and monitoring and evaluation mechanisms. Only organisations with valid registration and an official organisational bank account are eligible; individuals are not permitted to apply.
