Grant Size Not Available   ,   Closing Date

About

UNICEF has launched the SPIRIT-II Call for Applications to select a single organization to manage and administer a small-scale grants mechanism aimed at strengthening social services for children and families in Ukraine. The initiative seeks to improve access to community-based social services, enhance the capacity of social service providers, hromadas, and government institutions, and support the development of a sustainable national social service procurement mechanism. The selected organization will oversee awareness and information campaigns, competitive grant selection processes, contracting and administration of approximately 200 to 225 grants, financial monitoring, beneficiary feedback mechanisms, and emergency support procedures. In addition, the organization will deliver capacity-building activities for service providers and local authorities, provide institutional support to government partners, and produce analytical and evidence-based outputs, including at least ten analytical products. The assignment will be implemented over an 18-month period, while funded service delivery projects supported through the grants mechanism may run for up to 12 months.

Eligibility

Applications must be submitted by a single organization; consortium applications are not eligible. The selected applicant will be solely responsible for implementing and managing all aspects of the assignment and may not subcontract the work to other organizations. Individual experts may be engaged through individual contracts where necessary; however, the lead organization retains full accountability for performance, compliance, and delivery of results under the UNICEF agreement. Applications will be assessed based on the organization's ability to effectively administer a large-scale grants mechanism, manage financial oversight and monitoring processes, support capacity development for service providers and local governments, coordinate with government stakeholders, and generate high-quality analytical and evidence-based outputs.
