The European Commission’s Estamos Juntos: Joining Forces for Civic Engagement grant program addresses Angola's declining voter turnout by strengthening local civil society and independent, not-for-profit media ahead of the 2027 elections. The initiative aims to foster democratic governance, inclusive participation, and accountable public systems by prioritizing civic education for youth, women, and persons with disabilities. Supported activities include media literacy campaigns, fact-checking initiatives, and capacity-building for local radio and digital outlets, alongside promoting structural collaboration between civic groups and media entities. Operating with a total budget of EUR 1 million, this call funds a single grant of EUR 1 million to cover 50% to 100% of eligible project costs. Funded actions must take place within Angola, featuring sub-granted third-party activities that run for a duration of 6 to 24 months.

Eligibility

To be eligible for funding, the lead applicant must be a pre-established beneficiary of a Financial Framework Partnership Agreement under call EuropeAid/186179/DH/FPA/Multi. Applicants must be legally established in an EU Member State, Angola, or another nation deemed eligible under the NDICI–Global Europe instrument. Project designs must structurally allocate at least 60% of the overall direct eligible costs to financial support for third parties. Evaluation considerations will favor proposals that effectively manage these sub-grants, capping standard recipient support at EUR 60,000, with a potential extension up to EUR 100,000 per recipient based on project merit.
