CFPs: Increasing Community Resilience and Preparedness to Floods and Cyclones (Mozambique)

Enabel is inviting applications for projects that enhance community resilience and disaster preparedness in the Mossuril and Namacurra districts of Mozambique. The program focuses on upgrading schools into resilient multi-purpose shelters and strengthening community-based early warning and response mechanisms. It seeks to address critical gaps in district-level disaster management, including inadequate evacuation facilities, under-resourced preparedness structures, and insufficient protection of livelihood assets.
Key objectives include establishing safe and accessible shelters, operationalizing community-based early warning systems, advancing gender equality and social inclusion, and reducing human and economic losses from floods and cyclones. The initiative is implemented in close coordination with the National Institute for Disaster Risk Reduction and Management and other stakeholders, ensuring sustainability and institutional anchoring. A gender-transformative approach underpins all activities, with particular emphasis on protecting vulnerable groups, especially women and female-headed households.
The total funding available is EUR 1.2 million over a period of 20 months, divided into two lots: Lot 1 (Mossuril District) offers between EUR 400,000–460,000, while Lot 2 (Namacurra District) offers between EUR 650,000–740,000.
Eligibility
Eligible applicants are national or international non-profit entities, NGOs, or foundations legally established or represented in Mozambique, with proven experience in disaster risk reduction, resilience building, or related fields. Partnerships with local organizations are strongly encouraged. Applicants must demonstrate operational capacity, provide evidence of financial accountability, and submit all required documentation. Proposals will be assessed on technical quality, relevance to local priorities, integration of gender equality and social inclusion, and sustainability of outcomes.
