UNHCR has launched AMI 006, a Call for Expression of Interest in Ouham, Central African Republic, aimed at enhancing access to housing and household items for forcibly displaced persons as a means of protection and integration within public water, sanitation, and hygiene (WASH) services. The program seeks to strengthen conditions for return and reintegration by improving housing, infrastructure, public services, and livelihoods, while fostering household autonomy, resilience, and reduced dependence on humanitarian aid. It emphasizes linking humanitarian interventions with local development and peacebuilding efforts.

The initiative covers a wide range of sectors, including food assistance, shelter construction and reconstruction, emergency shelter, preparedness and risk reduction, shelter-related non-food items, basic sanitation, biodiversity conservation, ecosystem restoration, energy, hygiene, WASH in emergencies, water supply, and water and land information management. Activities are designed to promote sustainable solutions that integrate protection principles, environmental responsibility, and community participation, ensuring displaced populations are supported with both immediate relief and pathways to durable reintegration.

Eligibility

Applicants must demonstrate proven expertise in relevant sectors, with qualified specialists, adequate material and human resources, and strong knowledge of protection principles, including age, gender, and diversity approaches. Participation of forcibly displaced and stateless persons throughout the program cycle is required. Organizations will be assessed on project management capacity, local presence and experience, cost effectiveness, accountability to communities, and ability to operate under the security conditions of Ouham.

International organizations must collaborate with local partners. Consortium applications must clearly define roles, coordination, and supervision responsibilities, and include a capacity‑strengthening plan with activity transfer to national organizations over two to three years. Mentoring or twinning arrangements to build local organizational capacity are encouraged.

Selection is based on weighted criteria: sector expertise and experience (20%), project management (10%), local presence (10%), cost effectiveness (10%), accountability to communities (10%), access and security considerations (10%), and other criteria including localization (30%). Additional considerations include past performance, audit findings, financial and risk management, procurement and asset controls, community feedback mechanisms, communication and information sharing, security procedures, and integration of sustainability and protection measures.
