CFAs: Rohingya Refugee Education and Skills Development Program (Bangladesh)
About
The United Nations High Commissioner for Refugees (UNHCR) is seeking partners to implement and expand higher education access and bridging education opportunities for Rohingya refugee youth aged 16–24 in Cox’s Bazar and Bhasan Char, Bangladesh. The programme aims to strengthen inclusive and quality pathways to higher education through the Learners in Transition (LIT) programme and other bridging education initiatives, while increasing access to online and blended higher education opportunities across refugee camps. Supported activities include the delivery and scale-up of bridging education programmes; development of language proficiency, digital literacy, analytical thinking, academic readiness, and project development skills; establishment and maintenance of LIT learning centres; facilitation of higher education opportunities such as online degree programmes and community health courses; and preparation support for admission examinations, including IELTS and mathematics assessments. The initiative also promotes community engagement through Community Education Committees, parent consultations, and outreach events, while ensuring safe, inclusive, and protective learning environments. Cross-cutting priorities include child protection, prevention of sexual exploitation and abuse, psychosocial support, disaster risk reduction, and environmental sustainability. The programme will be implemented in Rohingya refugee camps and settlements in Cox’s Bazar and Bhasan Char, Bangladesh. Grant amount and project duration have not been specified by the donor.
Eligibility
Eligible applicants must demonstrate the technical and operational capacity to implement large-scale education programmes for refugee populations and work effectively within humanitarian coordination structures. Applicants should have experience in delivering bridging education and higher education access initiatives, managing learning facilities, facilitating blended and online learning, and supporting academic preparedness among youth. Organizations must possess strong procurement and operational management systems capable of procuring goods and services and, where required, overseeing the construction, repair, and maintenance of education facilities. Applicants are expected to coordinate closely with UNHCR and the Education Sector to ensure compliance with sector standards, evolving educational needs, safeguarding requirements, and relevant protection frameworks. During evaluation, consideration will be given to programme quality, technical expertise, operational and procurement capacity, community engagement approaches, safeguarding measures, and the ability to deliver inclusive and sustainable education outcomes for Rohingya refugee youth.
