Economic Empowerment, Economic Inclusion and Livelihoods in Cameroon
About
The United Nations High Commissioner for Refugees (UNHCR) is inviting applications from partner organizations under its Economic Empowerment, Economic Inclusion and Livelihoods (EEIL) Program to strengthen sustainable livelihood opportunities for refugees and host communities in Cameroon and the Republic of the Congo. The program supports market-oriented interventions that improve economic self-reliance through financial inclusion, entrepreneurship development, access to employment, skills strengthening, and integration into markets and value chains. Priority activities include expanding access to financial services, supporting the growth and professionalization of micro-enterprises, facilitating market linkages, promoting income-generating opportunities, and enhancing employability. Proposed interventions should also integrate environmental sustainability, biodiversity protection, and climate resilience measures, while ensuring meaningful inclusion of women and young people. The initiative aims to reduce economic vulnerability and protection risks, improve living conditions and resilience, strengthen inclusion within national systems, and build the institutional, technical, and operational capacity of national and local actors supporting forcibly displaced populations and host communities. Activities will be implemented in refugee-hosting areas of Cameroon and the Republic of the Congo.
Eligibility
Eligible applicants are organizations capable of designing and implementing livelihood and economic inclusion interventions that benefit refugees and host communities in Cameroon and the Republic of the Congo. Applicants should demonstrate relevant technical expertise and operational capacity in areas such as financial inclusion, entrepreneurship support, employment promotion, skills development, market systems, and value chain integration. Proposals will be assessed based on their potential to promote sustainable economic self-reliance, reduce vulnerability, strengthen resilience, support inclusion in national systems, and create measurable benefits for target populations. Preference will be given to initiatives that incorporate environmental sustainability and climate resilience considerations, engage women and youth, and contribute to strengthening the capacities of national and local stakeholders.
