The ActHIVate Fund (AHF) 2027 Call for Applications supports community-led responses to HIV among men who have sex with men (MSM) and trans communities in environments where access to healthcare is severely restricted. Established by Aidsfonds as a pooled funding mechanism, the fund addresses challenges such as funding reductions, criminalisation, hostile political contexts, and shrinking civic space that threaten the sustainability of community-led HIV services. Through flexible funding, the programme aims to strengthen HIV-related health service delivery, advance strategic advocacy efforts, build organisational capacity, sustain operational continuity, and enable rapid responses to emerging needs and opportunities. The fund recognises the close connection between service provision and advocacy as essential components of an effective community-led HIV response. A total budget of €2,000,000 is available under this call. Activities must be implemented in Uganda, Nigeria, Morocco, Egypt, Lebanon, Ukraine, Kazakhstan, Kyrgyzstan, and Moldova, with project implementation taking place between 1 April 2027 and 31 December 2028.

Eligibility

Applicants must be community-led, not-for-profit civil society organisations that are led by and primarily serve MSM and trans communities. Organisations must have demonstrated experience in delivering HIV-related health programming and advocacy and must be operating in one of the following eligible countries: Uganda, Nigeria, Morocco, Egypt, Lebanon, Ukraine, Kazakhstan, Kyrgyzstan, or Moldova. Applications will be assessed based on the organisation’s capacity to deliver HIV-related services, conduct effective advocacy, and contribute to sustainable, community-led responses that strengthen access to care and advance the rights and health of MSM and trans populations.
